US intelligence believes the drone attack on the Kremlin earlier this month may have been orchestrated by Ukrainian "spies" or military intelligence.

According to what the New York Times reports, the attack appears to be part of a series of covert operations that have caused officials in the US, which is also one of Ukraine's largest arms suppliers, to react with concern.

Footage released in early May of the explosion showed plumes of smoke rising above the Kremlin.
The US assessment is based on intercepted Russian and Ukrainian communications, according to the NYT. However, US officials do not believe that Ukrainian President Volodymyr Zelenskyy signed off on all covert operations.

It is unclear to what extent he is aware of such operations in advance, the officials were quoted as saying.

The New York Times also reports that the US intercepted conversations of Ukrainians in which they said they believed their country was responsible for the attack, and also intercepted Russian communications indicating that it was not some kind of false flag operation by Russia.
