Hamas has announced that it agrees to release all hostages, according to the plan proposed by US President Donald Trump for Gaza.
As Al Jazeera reports, the organization has expressed its willingness to immediately begin negotiations through mediators, with the aim of discussing the details of the issue.
Furthermore, Hamas has reaffirmed its agreement to hand over the administration of the Gaza Strip to a Palestinian body composed of independent technocrats.
US President Donald Trump has given Hamas a deadline to accept a peace plan for Gaza, adding that "all hell will break loose" against the group if those points are rejected.
The plan proposes an immediate cessation of fighting and the release within 72 hours of 20 Israeli hostages still alive and being held by Hamas, as well as the bodies, in exchange for the release of hundreds of people detained in Gaza.
Even the Israeli prime minister said his "Yes" during his last visit to Washington, on September 29, describing it as the last chance for peace.
The 20-point plan
1– Gaza will become a demilitarized zone, free from terror, that poses no threat to its neighbors.
2 -Gaza will be rebuilt for the benefit of the people of Gaza, who have suffered more than enough.
3– If both sides agree to this proposal, the war will end immediately. Israeli forces will withdraw to the agreed line to prepare for the release of the hostages. During this time, all military operations, including aerial and artillery bombardments, will be suspended, and the front lines will remain frozen until the conditions for a complete and phased withdrawal are met.
4– Within 72 hours of Israel publicly accepting this agreement, all hostages, living and dead, will be returned.
5– After all hostages are released, Israel will release 250 life prisoners plus 1,700 Gazans arrested after October 7, 2023, including all women and children arrested in that context. For every Israeli hostage killed, Israel will return the bodies of 15 Gazans killed.
6– Once all hostages are returned, Hamas members who commit to peaceful coexistence and surrender their weapons will be granted amnesty. Hamas members who wish to leave Gaza will be granted safe passage to host countries.
7– Upon acceptance of this agreement, full aid will be sent immediately to the Gaza Strip. At a minimum, the amount of aid will be in line with that included in the agreement of January 19, 2025, which related to humanitarian aid, including the rehabilitation of infrastructure (water, electricity, sanitation), the rehabilitation of hospitals and bakeries, as well as the introduction of the necessary equipment for removing rubble and opening roads.
8- The entry and distribution of aid to the Gaza Strip will be carried out without interference from either party, through the United Nations and its agencies, the Red Crescent, and other international institutions that are not affiliated in any way with either party. The opening of the Rafah crossing in both directions will be subject to the same mechanism implemented under the agreement of January 19, 2025.
9– Gaza will be governed under the interim administration of a technocratic, apolitical Palestinian committee charged with providing public services and managing municipalities for the people of Gaza. This committee will be composed of qualified Palestinians and international experts, under the supervision and control of a new international transitional body, the “Peace Board,” which will be chaired by President Donald J. Trump, with members and heads of state to be announced, including former Prime Minister Tony Blair. This body will set the framework and administer funding for the reconstruction of Gaza until the Palestinian Authority has completed its reform program, as outlined in various plans, including President Trump’s 2020 peace plan and the Saudi-French proposal, and is able to effectively and securely assume control of Gaza. This body will be based on the best international standards to create a modern and efficient government that serves the people of Gaza and attracts investment.
10– A Trump economic plan to rebuild and revitalize Gaza will be created by bringing together a panel of experts who have helped create some of the most successful modern cities in the Middle East. Many thoughtful investment proposals and development ideas prepared by well-intentioned international groups will be reviewed to integrate the security and governance framework in order to attract and facilitate these investments that will create jobs, opportunity, and hope for Gaza’s future.
11– A special economic zone will be created with favorable tariffs and access levels to be negotiated with participating countries.
12– No one will be forced to leave Gaza, and those who wish to leave will be free to do so and free to return. We will encourage people to stay and offer them the opportunity to build a better Gaza.
19– As the reconstruction of Gaza advances and as the Palestinian Authority's reform program is implemented with integrity, the conditions can finally be created for a credible path to Palestinian self-determination and statehood, which we recognize as the aspiration of the Palestinian people.
20– The United States will establish a dialogue between Israel and Palestine to agree on a political horizon for peaceful and prosperous coexistence.
