Germany bans exports to Israel of weapons that can be used in Gaza

Germany will not authorize any exports of military equipment that could be used in the Gaza Strip "until further notice," Chancellor Friedrich Merz said on Friday. Merz's decision comes in response to Israel's plan to expand the war into Palestinian territory.

The public announcement, which highlighted the suffering of the people in Gaza, marks a significant shift in Berlin's policy towards its longtime ally.

"The German government will not approve any export of military equipment that could be used in the Gaza Strip until further notice," Merz said in a statement.

Merz said he accepts that Israel has the right to disarm Hamas – the terrorist group declared by the US and the EU – and to demand the release of Israeli hostages, but said Israel's decision "makes it increasingly difficult to understand how these goals can be achieved".

Germany's sustained and long-term support for Israel, based on a sense of guilt over the Holocaust, has been called into question by the rising number of casualties in Gaza and the humanitarian crisis, which have prompted the German people to demand action from their government.

According to the International Peace Research Institute in Stockholm, Germany has provided 30 percent of Israel's main arms imports in the 2019-2023 period, mainly naval equipment, including Sa'ar 6-class frigates (MEKO A-100 Light Frigates), which have been used in the Gaza war.

Merz said that the release of hostages and ceasefire negotiations are Germany's top priorities, along with alleviating civilian suffering. He also called on the Israeli government not to take further steps towards annexing parts of the West Bank.

Members of the far-right wing of Prime Minister Benjamin Netanyahu's coalition have pressed for full control of Gaza, although the military has warned that doing so could endanger the lives of the surviving hostages.

The German parliament reported in June that export licenses for 485 million euros of military equipment for Israel were approved on the day of the Hamas attack that triggered the Gaza war, October 7, 2023, and May 13, 2025.

After the Hamas attack, Germany increased arms exports to Israel about tenfold during 2023. Human rights groups launched legal challenges, saying the weapons could be used in the Gaza war./ REL
