Russia's "ghost fleet", EU and Italy stop tanker headed for

A European Union mission, led by Italy, boarded a tanker suspected of being part of Russia's so-called "shadow fleet" on Sunday to verify the ship's nationality and flag registration.

The Italian Defense Ministry announced that the ship "Toa Payoh", which is under EU sanctions and sailing under the flag of Cameroon, was spotted in the Mediterranean Sea, west of the Italian island of Pantelleria. The tanker was traveling from Benin to Istanbul.

According to Italian authorities, the ship's captain initially did not cooperate with the control team. For this reason, a group of Italian military personnel boarded the ship by helicopter launched from the "Thaon di Revel", which serves as the flagship of the European operation EUNAVFOR MED Irini.

The inspection was carried out with the support of a Greek ship and a Polish maritime patrol aircraft. The inspection lasted about two hours and ended without incident.

It is not yet clear whether the tanker was stopped during the checks. Italian authorities have begun reviewing the documentation obtained during the check.

The European Union has imposed sanctions on dozens of ships it considers part of a "shadow fleet" used by Russia to circumvent restrictions and sanctions on its oil exports, imposed after the start of its invasion of Ukraine.

Operation EUNAVFOR MED Irini was established by the EU in 2020 to enforce the UN arms embargo on Libya. The mission's mandate was later expanded, allowing European forces to also conduct inspections on board vessels suspected of flying false flags.
