Kosovo should strengthen international subjectivity in exchange for the establishment of the Association of municipalities with a Serbian majority, on the basis of the draft statute modernized by the Euro-American emissaries, this is how experts of the dialogue process have expressed.
Kosovo's membership in the Council of Europe, giving the green light for the status of a candidate country for membership in the European Union, as well as membership with accelerated procedures in NATO, are being sought in the Democratic League of Kosovo as benefits from the establishment of the Association.
The ruling party, the Vetëvendosje Movement, also sees these demands as necessary, who say that the same were presented by Prime Minister Albin Kurti, in the October 26 meeting with the main European leaders.
Kosovo should strengthen its international subjectivity in exchange for the establishment of the Association of municipalities with a Serbian majority, on the basis of the draft statute modernized by the Euro-American emissaries, say those familiar with the dialogue process.
The membership of Kosovo in the Council of Europe, the green light for the status of a candidate country for membership in the European Union, as well as the membership with accelerated procedures in NATO, are being sought in the Democratic League of Kosovo as benefits from the establishment of the Association. The ruling party, the Vetëvendosje Movement, also sees these demands as necessary, who say that the same were presented by Prime Minister Albin Kurti, in the October 26 meeting with the main European leaders.
The expert on the dialogue process, Dorajet Imeri, told KosovaPress that Kosovo should gain something in the strengthening of its international subjectivity in exchange for the establishment of the Association.
Imeri sees the requests for Kosovo to join NATO with accelerated procedures more as a strategic orientation than a real possibility.
"The claims are that after the establishment of this political and institutional body within the political and constitutional system, Kosovo will gain something in the international arena and strengthen its international subjectivity. The idea that NATO could be the first door that Kosovo will be able to enter is debatable. Without a political will of the structure, recognizing the bureaucratic procedure for membership in this mechanism, it really indicates a strategic orientation rather than a real possibility for it to happen.
Of course, something like this can happen if we take the example of Montenegro and Finland, which had joined with fast procedures due to geostrategic circumstances. "Kosovo should capitalize as much as possible on strengthening its international subjectivity in exchange for a political offer that it has for the Serbs of Kosovo" , he emphasized.
Although there are doubts about the competences that the Association may have, the LDK deputy, Rrezarta Krasniqi, says that if the same is established, Kosovo should be removed from punitive measures, join the Council of Europe and NATO, as possible fast, until it starts the journey to EU membership.
"We still do not know what Association we are talking about, as we do not have its draft statute. If we start from the Ohrid agreement, you know that there is something behind it beyond the Association. The ambassador said that there is no autonomy, but we still don't have that letter and what agreement they made. This is worrying for the country. If the Association is accepted, Kosovo should benefit a lot, such as membership in the Council of Europe, membership in the European Union and NATO ," she emphasizes.
On the other hand, the deputy of the Vetëvendosje Movement, Adnan Rrustemi, says for KosovaPress, that in addition to the implementation of the obligations in the dialogue, there should be a parallel discussion with the partners about the benefits of Kosovo in the international arena.
He mentions Kosovo's membership in NATO's peace partnership, the granting of candidate country status for EU membership, recognition by the five countries that do not recognize the EU, as well as membership in the Council of Europe.
"We must have a parallel discussion with our international partners. In the sense of security guarantees in Kosovo, the partnership for peace with NATO is very important, which is useful and contributes to stability, and we must work in this direction, as it was presented as a request by Prime Minister Kurti in the last meeting with European leaders.
The status of the candidate country is also very important, as is the recognition by the five non-recognizing EU states. This is what the international community can do for Kosovo. On the other hand, Kosovo undertakes to fulfill its obligations from the Brussels agreement ", declares Rrustemi.
On October 21, the Euro-American diplomats presented a new plan for the implementation of the Brussels and Ohrid agreement, where, among other things, they presented a draft for the implementation of Article 7 of the agreement, which talks about the self-management of the Serbs in Kosovo, hence the establishment of the Association , which Prime Minister Kurti said he is ready to sign, along with the basic agreement and the annex, but which was said to have been rejected by the Serbian president, Aleksandër Vucic.
During this week, the EU's special emissary for dialogue, Miroslav Lajçak, stayed in Kosovo, where it was agreed to have a meeting on November 16 in Brussels, at the level of chief negotiators./tch
