'Valbona is drying up', the residents of the valley accuse Bashkim

A complaint from a citizen of the Valbona valley came to the editorial office of VoxNews where he raised concerns about the river drying up and the disappearance of the trout that is characteristic of this area.

The resident of Valbona valley has also sent some pictures where you can see the river, which has little water, and accuses the builders of the Bashkim Ulaj Hydropower Plant ( Gener 2 ) of not having implemented the agreement which on August 14 should have stopped the production of energy.

A study conducted by the organization WWF ( World Wildlife Fund ) presents data about the environmental and community impact of three hydropower plants on the river of Valbona, Tropoja.

The study was conducted over a three-month period in which 81 citizens participated, half of whom live near the areas where hydropower plants are being developed.

Hydropower construction activities are perceived to have a major impact on both the environment and the community, devaluing the quality of life, reducing water use and destroying biodiversity.

The participants in this study, who engaged in protests against hydropower plants, claim that they have encountered hostility from the construction company "Gener 2" and the local government, who have threatened and even abused the residents of the area.

Kujtojmë se me 21 korrik Gjykata e Lartë ka vendosur të pezullojë ndërtimin e HEC-eve mbi Valbonë nga kompania GENER 2, deri kur të merret një vendim i formës së prerë për këtë çështje të rëndësishme.

Gjykata e Lartë ka pranuar kërkesën e banorëve të 27 fshatrave të Bashkisë Tropojë, Shoqatës “TOKA” dhe Shoqatës për Ruajtjen dhe Mbrojtjen e Alpeve Shqiptare, duke ndaluar çdo veprim mbi Valbonë.

Banorët dhe shoqatat kundërshtojnë projektin e ndërtimit të 2 hidrocentraleve Dragobia dhe Cerem në Parkun Kombëtar të Luginës së Valbonës nga kompanitë  “GENER 2” dhe “DRAGOBIA ENERGY” të Bashkim Ulajt.

Palë në këtë proces janë edhe Ministria e Energjisë dhe Industrisë, Agjencia Kombëtare e Mjedisit, Ministria e Mjedisit, Këshilli Kombëtar i Territorit dhe Agjencia e Zhvillimit të Territorit, institucione të cilat në kohë të ndryshme kanë marrë pjesë në dhënien e lejes për ndërtimin e HEC-ve mbi Valbonë.

Beteja kundër betonizimit të Valbonës ka nisur që në vitin 2015. Banorët e 27 fshatrave të Tropojës kanë denoncuar falsifikimin e procesverbaleve të konsultimit me publikun, që ishin pjesë e dokumentacionit të kompanive që morën të drejta për HEC në Valbonë. Kompanitë kanë paraqitur dokumentacion sikur banorët ishin dakord për ndërtimin e HEC-eve.

Parku Kombëtar i Luginës së Valbonës, është një nga pikat më të bukura natyrore të veriut të Shqipërisë dhe një atraksion turistik, që çdo vit i sjell të ardhura banorëve të zonës përmes vizitorëve dhe turistëve. 

Ai gëzon mbrojtje të veçantë nga ligji, ku ndalohen veprimtaritë ndërtimore që mund të dëmtojnë biodiversitetin, por qeveria shqiptare gjatë dekadës së fundit vendosi aty ndërtimin e disa  HEC-eve. Përplasje të ngjashme mes banorëve dhe kompanive të ndërtimit të HEC e qeverisë vijojnë prej vitesh në të gjithë vendin.
