The government has withdrawn financial support for investments within the Berlin Process of only 500 million euros, ranking last in the list of six countries.
Even Montenegro, with a population of less than 700 thousand inhabitants, attracted 60 million euros more than Albania.
The reasons are more related to the lack of will of the Albanian government, which did not submit any project for financing at the Trieste summit in 2017. At this summit, a support fund for investments of millions of euros was approved by the EU and donors.
In addition, the Albanian government, through its decisions, made sure that this did not happen even for projects for which the EU had agreed to finance. How? Among the projects that were agreed upon at the London summit for financial support was that of the Adriatic-Ionian highway, also known as the Blue Corridor, which starts from Croatia and ends in Greece, where Kakavija customs is today.
The EU and international partners have supported its construction with grants and soft loans in Croatia, Bosnia and Montenegro. The Albanian government not only did not ask for its financing, but rushed its construction according to the much talked about corrupt public-private partnership scheme.
The axis from Thumana to Kashar, part of this corridor and with a length of only 21 kilometers, was awarded with PPP to Gener 2 company of Bashkim Ulaj. According to the scheme, the latter foresees an investment of over 400 million euros, or 20 million euros per kilometer. The cost is considered inflated for a road that will generally pass on the existing axis and moreover is built on a flat terrain.
In addition, additional costs for citizens will be the payment of at least 2.5 euros for passing on this road and the guarantee of at least 10 million euros imposed by the state in the first years of the contract. In total, Gener 2 expects to earn about 1.5 billion euros for the 35-year concession contract.
These are the three examples that show that, more than incompetence, the Albanian government did not want to finance projects of infrastructural and economic importance with EU money. The reason is probably related to the accusations that are usually thrown up and down; corruption. With EU money, their control and auditing is finer, while investments through cost-inflated PPPs have little or no control.
