The import of oil to Albania has decreased, or has remained constant for years, despite the market may have expanded by other means and machinery that defy fuels as fuels.

According to data analysed by Open Data Albania, on average in Albania in the last 10 years only 470 thousand tons of oil have been imported each year.

2017 marks the smallest value of the amount of imported oil, respectively 400,256 tonnes of oil. While the year with the highest value of the amount of imported oil is 2019 with 520,200 tonnes respectively.

The data is atypical and if compared to smaller markets in the region, the oil consumed in Albania is less. As an example, about 150,000 tons more oil is imported into Kosovo than in Albania per year, although it has a smaller population.

Furthermore, the paradox in the Albanian market is that in three years, respectively in 2015, 2017 and 2020 the amount of imports has decreased according to customs declarations. The import of oil has some taxes burdening that at the moment of undoasing like Akciza, VAT on import; Turnover tax and Carbon Tax.

These figures raise doubts that the low amount of imported oil indicates, either that a good portion of the oil consumed in Albania enters smuggling, or that import oil is mixed with oil of poor quality domestic production, to ensure more profits from wholesale and retail companies.

This sepe Albpetro does not perform oil refining in the country, and consequently officially declares that the country's oil needs in the minority market are covered only by import. But import amounts, as seen by Customs Directorate data, result in relatively low prices for a market with 2.8 million inhabitants and with increased turnover during tourism months from Macedonia and Kosovo.

On the other hand, Albanian oil due to its unclean quality is exported, so it is sold to foreign markets to be processed.
