The tender opened urgently by the Albanian Road Authority for the landslide situation in Librazhd has been won by the same company that caused the blockage of an entire province for several days. The ANK company, owned by Agim Kola, is building the new road, while the works caused the collapse. And, ironically, Agim has made money again from the whole situation.
Documents that Vox News has researched show that the entire process seems to have been predetermined, as the new leaders of the Albanian Road Authority, now led by Ami Kozeli, have negotiated with Kola's firm to dump several trucks with inert materials at the site of the collapse. But isn't this company under investigation for these collapses? Is there an open proceeding by the Elbasan Prosecutor's Office for the entire situation?
One of the companies that is being investigated or should be investigated is undoubtedly AN K, which won the big tender, while neither the design firm nor the ARRSH leaders themselves are left behind. Everyone is responsible for the situation created, where thousands of residents were stranded for several days and had to travel hundreds of kilometers more to travel to Tirana or other cities. But if there has been no economic damage until then, isn't the emergency repair tender a damage to the state coffers?

According to documents available to Vox News, the director of the Albanian Public Works Agency (ARRSH), Ami Kozeli, has recently published the announcement of the winner of this procedure. It is a classic contract with the object of " negotiated procedure, without prior publication of the contract notice - public works". So, Ami himself or his subordinates negotiated with the winning firm and did not even open the tender.
It is learned that the contract description was "emergency preventive measures against landslides in the area called "Bicycle League", Dragostunjë", with a limit fund of 93,702,755 lekë, excluding VAT. The duration of the contract for its implementation is 2 months and 14 days. The criteria for selecting the winner was " the most economically advantageous offer based on price".
"By means of this Notice, we inform you that, in this procedure, ANK with a value of 88,472,300 lek excluding VAT and '2 T' with a value of 93,300,000 lek have participated", the documents state. So, two companies that have recently been at the center of discussions about landslides, ANK for the Librazhd - Prrenjas axis and the 2 T company for landslides on the Qukës - Qafë Plloçë axis.
The suspicions are that the offer of the 2 T firm was for a counter-offer, since the value they offered was very close to the limit fund. Perhaps enough to say that "2 firms participated in the tender". From the first moment of the opening of this tender it was known who the winner was, since it is enough to see what machines were used to fill the road to understand who the winner would be.
A few weeks ago, Vox News published an investigation into the causes of the collapse of the road in Dragostunjë. At the end of 2023, after the design had been done with the relevant reports, the Albanian Road Authority, which at the time was headed by Evis Berberi, currently arrested for other abuses, both in ARRSH or KESH, announced the winning firm that would build the fourth lot of that segment.
The winner was the company "ANK", which won the tender worth 2.5 billion lek, or over 25 million euros at today's exchange rate. The duration of the works is 24 months, while the contract was signed in 2024. Currently, the owner of the ANK company, which also won all the tenders for the construction of the Korça - Ersekë segment, is Agim Kola, the brother of former SP MP Ndue Kola. But, just as happened in that segment, where there was a collapse in Qafë e Qarrit, Kola has been followed by collapses on this axis as well.
