Eldi Hoxha

The General Secretary of the Municipality of Tirana, Eldi Hoxha, a person under investigation by the Special Prosecution Office, was homeless in 2011, so much so that the state gave his family a low-interest loan of 3%. Then, with very bold maneuvers and strong connections in politics or even the judiciary, Eldi "raised" his head, initially after a large "gift" from his uncle.

Documents that Vox News has researched show that Eldi received a reward of 43 thousand euros from his uncle, a very suspicious transaction, raising serious doubts that we may have a possible money laundering. Subsequently, the person investigated by SPAK for cigarette smuggling, bought an apartment in Tirana, entered into and terminated contracts, while from these maneuvers he has again reached fat figures.

His and his family's assets have been put under control by the Special Prosecution Office, as we are dealing with some very suspicious maneuvers, worthy of individuals engaged in illegal activities. Holding several important positions in the Municipality of Vlora, the Customs Directorate, the Central Election Commission and most recently in the Municipality of Tirana, he has raked in tens of millions of lek, while in his name there have also been a number of nephews, as consultants and legal advisors.

Vox News has continued to research dozens of documents, as being connected to a subject of asset declaration, Eldi Hoxha has given extremely suspicious statements. In fact, if we cross-reference information from several state institutions, it turns out that his family once declared a large asset, an apartment worth 200 thousand euros, while during the decision on the purity of the image, this apartment does not appear to have been checked.

Deliberate concealment or an attempt to cast aspersions on the new justice institutions? For the record, the decision of the state institutions that control the justice system (member of Eldi Hoxha's family) is at the end of 2023, while the apartment purchased by the family is in June 2022.

No details about this property were provided in any line of the KPK decision, while a document stated that the possessed asset has an area of 167.33 m2, where Eldi and his wife have a 50% share.

Documents researched by Vox News indicate that this is a business contract, dated June 17, 2022, while the value of this entire asset is a full 200 thousand euros. Given that Eldi Hoxha is being investigated for several criminal offenses such as participation in and creation of a criminal organization, SPAK must verify the legality of this property.

At that time, according to other documents, Eldi Hoxha worked at the General Directorate of Customs, where in 2022 he declared 150 thousand lek in per diems and 75 thousand lek in bonuses. He declared 1.2 million lek in salary, while suspicions are over other affairs in that institution, often attacked and investigated by other institutions.

If we do a verification of Eldi Hoxha's economic past, we will see that before he took important positions in Tirana, such as at Customs or in the Municipality of Tirana, we will see that he was homeless. Initially, he received a soft loan, with 3%, then he was helped with a very large "gift" from his uncle, who forgave him a full 43 thousand euros. What a good uncle he had?!

His economic rise came during the time Eldi held managerial positions in the Customs Directorate, where Vox News has secured the Special Prosecution's file, but despite this, he continues to quietly serve as Secretary General of the Municipality of Tirana. The SPAK file is precisely about Eldi Hoxha's actions at Customs, allowing smuggling.

Vox News has researched the file of the Special Prosecution Office for Eldi Hoxha, against whom a security measure prohibiting him from leaving the territory of the Republic of Albania has been imposed. The Special Court implemented the security measure on May 28, 2025, the day he was appointed Secretary General of the Municipality of Tirana. Prior to May 2025, Hoxha had been in the position of Director of the Operative-Investigative Department since November 2020. It was during this duty that he allowed mass cigarette smuggling, causing damage to the state in the amount of 53 million euros.

He has been reported several times for serious violations, favoring various businesses. Two security measures have been applied to him: "ban on leaving the country" and "obligation to report to the Judicial Police". Hoxha is part of a criminal group that allowed the smuggling of a large amount of cigarettes. The scheme was such that cigarettes were transported from Albania to EU countries, without paying customs duties first.
