We are talking about the first citizen of Bulqiza, Festmie Mjeshtri, who has rewarded the former MP and prefect of the Dibra region, Ardit Kaja, with a huge property, giving him a full 85 hectares in the village of Malcu, in the Martanesh Administrative Unit.

A few days ago, Vox News investigated official documents from the Bulqiza Municipality, which announced that it had announced a company as the winner for the giant property. Meanwhile, our editorial team secured other exclusive documents from the same municipality, which seem to have been completely "tailored" for the other exponent within the majority, Ardit Kaja and his partners, as the former MP seems to have had his eye on the area for a long time.

Vox News has learned that Kaja has always accompanied Festima in Martanesh, in the last two elections, and even other exponents of the majority, lobbying not in favor of the residents of the area, but in his very narrow private interests. It is precisely with these connections that he has managed to get his hands on the wealth, while the suspicions are that the percentage he has in the company's shares is in fact the "reward" he received for this lobbying.

The documents that Vox News has obtained are in fact a ready-made file for the Special Prosecution Office, where it will find the percentage of shares or even the decisions and approvals of Festime Mjeshtri for the use of this huge property. If in the previous investigation the documents were from the Central Bank and the Public Procurement Agency, this time our editorial team has obtained internal documents of the Bulqiza Municipality, which are all with the name, signature and seal of Festime.

At the end of last year, the Municipality of Bulqiza and Festimja itself quickly approved a draft decision “on the approval in principle of the lease for the construction of a wind turbine, photovoltaic (stations, foundations and relevant facilities, on the property with a total area of ​​85.9 ha)”. According to it, the lease term is over 10 years with the right to renewal, according to the period specified in the project and the feasibility study submitted by the applicant in the competition.

Në të gjithë dokumentet që ka siguruar redaksia jonë nuk ka asnjë konsultë me banorët vendas, nuk ka asnjë informacion për ta apo edhe për Njësinë Administrative Martanesh. S’ka asnjë shpallje ankandi në zonë. Gjithçka në heshtje, pasi bëhet fjalë për një plaçkitje.

Po në datën 27 tetor 2025, disa minuta pasi u dha edhe projekt vendimi, Festimja i vuri emrin, firmën dhe vulën e saj një tjetër dokumenti, që bën fjalë për studimin tekniko-ekonomik për dhënie në përdorim të sipërfaqes në përdorim nga fondi pyjor dhe kullosor të sipërfaqeve në pronësi publike të Bashkisë Bulqizë.

Të gjithë janë vënë në “radhë” nga kryetarja, pasi për vetëm 5 ditë, nga urdhri me numër 491 i datës 22 tetor 2025, deri në datën 27 tetor, arritën të përpilonin një “mal me letra”.

Gjatë këtyre 5 ditëve, të gjithë zyrtarët hartuan dokumentet përkatëse për tjetërsimin e pronës me sipërfaqe prej 85.9 hektarësh. Grupi i punës përbëhej nga Arben Mera, përgjegjës i administrimit të pyjeve dhe Besnik Cukali e Ali Mirku, specialist të pyjeve.

Por, kush ishte kompania përfituese?!

Pak ditë më parë, Vox News publikoi dokumentin e shpalljes së fituesit të ankandit fiktiv të shpallur nga Bashkia e Bulqizës. “Vlera e shpallur fituese është 11.467.650 lekë/vit. Ofertuesi i shpallur fitues është subjekti ‘ALB-ML Solar Energy Investment’” thuhej në dokumente.

Sipas dokumenteve që disponon Vox News, kompania “ALB- ML Solar Energy Investment” është themeluar në muajin korrik të vitit 2025, nga Latif Miha, ish-deputeti e prefekti Ardit Kaja dhe Saimir Jakimi. Kapitali i kompanisë është vetëm 100 mijë lekë, ndërsa Miha zotëron 60 % të shoqërisë, teksa Ardit Kaja dhe Saimir Jakimi zotëron secili nga 20 % të firmës.

Vox News ka mësuar se një nga ortakët e kësaj shoqërie, Ardit Kaja, ka lidhje të forta me pushtetin. Ai ka qenë në vitin 2017 Prefekt i Dibrës, ndërsa më parë ka qenë drejtor i Përgjithshëm në Ministrinë e Transportit dhe Infrastrukturës. Gjithashtu ka qenë edhe kryeinspektor i INUK, në Bashkinë e Tiranës në vitet 2010-2011. Ndërkohë, ai ka qenë për një legjislaturë edhe deputet i Kuvendit të Shqipërisë dhe më pas, drejtor i Zyrës së Punës në Dibër.
