When West Germany was looking for the Wire Factory in Shkodër...
The Wire Factory in Shkoder

It is little known the interest that West Germany has shown towards Albania in the last years of Enver Hoxha's regime. In addition to the political interest, which was crowned with the establishment of diplomatic relations between the two countries in 1978, West Germany also showed interest in the field of investments in Albania. The aim of the German policy was to enable a smooth transition of Albania to the democratic system and to prevent Albania's orientation towards Moscow, which still presented a dangerous model for the communist countries. In this context, through investments, it was intended to bring Albania closer to the West.

In the following document we see the plans of the German-West policy, in the specific case represented by the well-known firm "Krup", for the modernization of the wire factory in Shkodër. The document is of interest because it not only sheds light on Albania's lost chances to have an easier democratic transition and a stabilized economy, but also to understand how German policy assessed the entire region, taking into account detailed analysis of the situation in Yugoslavia.

The document that we are presenting today is dated November 2, 1989 and is information from the Minister of the Interior, Simon Stefani, about Ramiz Ali. The reason for the non-realization of this project remains unclear, but what can be said for sure is that after the fall of the communist system in 1990, Albanian politics did not follow the course of foreign investments and economic recovery, but "shock therapy" and the destruction of everything that had been built until then, as well as the Shkodër Wire Factory, throwing thousands of workers onto the streets. Albania still suffers the consequences of this policy today.

From one of our sources we are informed that:

The West German side is very interested in successfully completing the construction of the copper wire line in Shkoder. For this project, a loan of 9 million marks was granted by a credit bank for aid to developing countries with an interest rate (according to the "source") of 0.75 percent. According to Geman's calculations, the two-month production of this line would be enough to liquidate the loan. The existing copper wire plant by German specialists is considered very outdated, has low yield and poor quality. The line that the Germans undertook to build, according to him, represents an advanced technology and is complete with sophisticated equipment, which is still available from the FRG and the USA. According to the assessments made by the specialists of the "Krup" company, that has taken over the construction of the line, it will not only make the existing line (with Chinese machinery) unnecessary, but will help to increase the quality and quantity of production and to crack the markets with ease. The representatives of the "Krup" company, after the completion of the talks with the Albanian company "Makinaimport", on October 19, 1989, consider the agreement completed and after the resolution of some small technical issues, they will be ready to start the construction of the work. Its successful completion is thought to pave the way for the realization of other projects in the field of chrome processing, oil, leather processing, etc., which are expected to be undertaken by the "Krup" and "Bayer" companies. . but it will help to increase the quality and quantity of production and to crack the markets with ease. FRY is interested in extensive relations and exchanges with Albania and is ready to help in the modernization of Albanian industry and production. Boni, unlike Washington, is not interested in the internal Albanian regime. Their only political goal is to prevent the direction of Tirana from the side of Moscow. In this framework, FRY has supported and supports all the initiatives that pave the way for Russian penetration in Albania. Although the independent positions of Albania in the international arena are respected, hopes are maintained for a gradual transition of Albania according to the Hungarian model, etc. The FRY and the USA would be in favor of the union of Kosovo with Albania, but they consider such a union impossible at the moment, due to the serious implications it could have in this sensitive area. They broadly support Kosovo's rightful demands for a republic and equality, as well as other nationalities in the SFRY, and condemn the efforts of Milosevic's clique for the absolutism of Serbian power, efforts which they consider favorable to Moscow's interests in this region; encourage the centrifugal efforts of the model of Slovenia, Croatia, etc., as a form of pressure on Milosevic's efforts; are a democratic Yugoslav federation, consisting only of republics with equal political, social, economic, etc. rights. Despite the disapproval of Milosevic's policy, the FRG and the USA continue to finance the federation with large sums. (The Western argument is that with financial and economic bankruptcy, the risk of the collapse of the Yugoslav federation would be greater and Russian interventions would be facilitated).

Five to six months ago, the FRY considered restoring the visa system with Yugoslavia. The reciprocal lifting of visas was done years ago on the basis of the German interest to satisfy the many demands of its vacationers and tourists on the shores of the Adriatic. It was not foreseen by the German side that the influx of Yugoslav citizens for work, adventure, theft and robbery would cause so many serious problems for its citizens. Concerns became so great in recent years that the German government asked for the review of the restoration of visas, sacrificing the needs of its tourists. Foreign Minister H. Gensher rejected the idea with the argument "that if the visa system were applied, the persecuted Kosovar population would have a hard time leaving the FRY". This "friendly" argument of Gensher, according to the source,
