The discreet document that the European leaders were served at the table to the Prime Minister of Kosovo, Albin Kurti , and the President of Serbia , Aleksandar Vucic , is published for the first time, where the head of the government of Pristina expressed his readiness to sign it and the head of the Serbian state refused.
As never before, clearly written in English, the President of France, Emmanuel Macron, the Chancellor of Germany, Olaf Scholz, the Prime Minister of Italy, Giorgia Meloni, and the head of the EU's foreign policy, Josep Borell, refer to Kosovo in an official document as the Republic of Kosovo.
This is the 'de facto' recognition that Serbia should make to Kosovo according to the proposal, and Kosovo, on the other hand, should establish the Association of Serbian Municipalities.

" ...In respect of the Independence, autonomy and territorial integrity of the Republic of Kosovo, that the Government of the Republic of Kosovo approves the Statute of the Association of Municipalities with a Serbian Majority... ", it says at the beginning of the document, only two pages (but concise) that the Journalist has from international sources.
Until now, President Vucic is against the document and says that Serbia will never recognize Kosovo.
But could this document be what the US envoy for the Balkans, Gabriel Escobar , said some time ago that Kosovo can turn the issue of the Association into a "win-win" situation (which suits both parties )? . From what has been written, Kosovo seems to have never been closer to this result.
Referring to the Framework Convention for the Protection of National Minorities, Article 10 of the European Charter of Local Self-Government, the Law on the Ratification of the First Agreement or Principles Guiding Normalization between the Republic of Kosovo and the Republic of Serbia, the Law on Local Self-Government, the Law on Intermunicipal Cooperation , and the Law on the Organization and Functioning of State Administration and Independent Agencies, UN Security Council Resolution 1244, and the Constitution of the Republic of Kosovo
And in respect of the independence, autonomy and territorial integrity of the Republic of Kosovo
The Government of the Republic of Kosovo approves the Statute of the Association of Municipalities with a Serbian Majority.
