Several major firms have been competing with each other for the big 20 million euro chunk of the Saranda Ring Road, phase one. The competition has included nothing more and nothing less than a multitude of firms that have received the vast majority of public money for road construction.

Firms that have been favored in some national axes, where Gjoka always wins tenders when there are tunnels, or Salillari always wins when roads pass near rivers. Meanwhile, Gener 2 and Bashkim Ulajt have also received tenders and concessions, but in this competition they emerged victorious, although they had offered many times less than the winner.

According to documents available to VoxNews, the Albanian Road Authority has finalized the tender for the "Saranda by-pass construction, phase I" in recent days, with a limit fund of around 20 million and 500 thousand euros excluding VAT. The construction of the axis is expected to take 24 months, while the construction of a tunnel is also foreseen.

The Gjoka firm, which was also declared the winner, made a bid of 1,767,032,381 lek excluding VAT. Meanwhile, the lowest bid in the tender was that of Bashkim Ulaj's Gener 2 firm, with a value of 1,502,513,354. But, despite Ulaj offering a full 264,519,027 lek less than Gjoka, the bid was disqualified.

The lowest bid was also made by the Salillari company, with a value of 1,697,000,000, again lower than Gjoka. Salillari was also disqualified, which has raised great doubts that everything was predetermined in favor of the Gjoka company. “ALB-BUILDING” also participated in the tender, but received 0 points.

According to the documents, the New Saranda Ring Road is planned to start at the current entrance to the city, near the Qafë Gjashtë roundabout, and end in connection with the Saranda-Himarë national road. The road will have a length of approximately 3.5 km, including road segments with urban and interurban characteristics, as well as a tunnel with a length of approximately 800-900 meters.

It seems that the best solution to the terrible traffic during the summer was to build a new entrance in the northern part of the city, which would be directly connected to the Saranda-Himarë road axis. This entrance avoids the current Qafë Gjashtës junction, which is overloaded with traffic.
