The seven candidates for the head of the National Bureau of Investigation have been subjected to the polygraph test, or “truth test” machine. A machine created by people and run by people, where the Albanian FBI candidates passed one by one.
Sources from the Special Prosecution Office told VoxNews that only 2 out of 7 candidates have passed this test, being one of the "keys" for the selection of the new leader. Before this "race", the most talked about names for the leader were Joni Keta and Elton Kërluku. Meanwhile, only Joni Keta and Gentian Ndoi have passed the polygraph test.
This test seems to have also sealed Joni Keta's "victory", given that he is one of SPAK's favorites. The fact that after the end of the mandate and the dismissal of the current leader Aida Hajnaj, candidate Joni Keta is leading the BKH as a commander, automatically makes him the leader.
In April 2025, the Special Prosecution Office issued a document “determining the procedures for selecting the Director of the National Bureau of Investigation.” Initially, a commission was established, with prosecutors Arben Kraja, Behar Dibra, and the head of SPAK himself, Altin Dumani.
In the document produced by this commission, it was determined that candidates for appointment or reappointment would be screened in 6 stages. Preliminary application examination, medical examination and physical fitness test. The third is an extended written exam (Essay) and logical reasoning test and the fourth is a polygraph test and panel interview.
Currently, according to sources from SPAK, the candidates are in the fourth phase, the polygraph test and panel interview. So far, there have been 7 candidates who have gone to this phase and they are Andi Pogaçe, Artur Beu, Elton Kërluku, Gentian Ndoi, Gentjan Shehaj, Gledis Nano and Joni Keta.
According to sources from the Special Prosecution Office, only two candidates, Gentian Ndoi and Joni Keta, have passed the truth test (polygraph). It seems that from this pair, the leader of the BKH for the coming years will be Joni Keta, most likely determining the leader.
The vote on the end of Aida Hajnaj's mandate on August 31st in the High Prosecutorial Council shows a clear split of votes "in favor" of Joni Keta. In that vote, 6 members of the KLP voted that the mandate has ended, while 4 members voted that the mandate ends when the successor is elected. Currently, Ms. Hajnaj has left the BKH premises since the vote a few days ago, being replaced by Joni Keta, who held the position of deputy director of the BKH.
The regulation for the election or reappointment of the head of the BKH stipulated that candidates had to consent to a truth test (polygraph). Dumani, Dibra and Kraja wrote that at the end of the physical and written testing phase, the commission ranks the qualified candidates to continue to the next phase of the competition, which is the polygraph test and oral interview.
"The selection at this stage will be made based on several criteria such as the result achieved in the physical test, the result achieved in the written logical test, the result achieved in the 'essay' test, experience in cases related to criminal offenses in the field of corruption, organized crime or serious crimes, as well as experience as a leader of a structure."
It is learned that the three prosecutors have made a ranking after the polygraph test, with Joni Keta and Gentian Ndoi at the top. According to the regulation, the polygraph test was conducted by certified polygraph examiners. "The mere failure to pass the polygraph test is not a disqualifying criterion for the candidate. The information in the polygraph examiner's report will be taken into consideration along with other acts in the decision-making of the Selection Committee," the regulation states.
But what is the polygraph test that seems to have also determined the new head of the BKH?!
It is learned that the Polygraph Test is a lie detection device that helps determine the honesty of individuals based on physiological indicators. The device measures heart rate, blood pressure, breathing and skin. The responses are the three indicators measured in the test to assess honest/deceptive behavior.
It seems that the responses of dishonest individuals are very different from those of honest people, as those who lie are more nervous. Candidates in this case are subjected to a test of control questions, knowledge of guilt or hidden information.
Now, after completing the polygraph test, candidates are subject to background checks and asset declarations. The winning candidate will then be identified, trained, and proposed for appointment, which will be submitted to the High Prosecutorial Council for a vote.
