The General Directorate of Prisons has reopened the tender worth 5.3 million euros for the construction of the Kukës Penitentiary Institution, a procedure that it canceled a few days ago.
VoxNews has researched the documents of this tender, which was opened months ago, the winner was announced and then surprisingly canceled. But, more than the entire procedure, the inaction of the Directorate of Prisons, which has so far remained "silent" in the face of this scandal, remains highly suspicious.
The inactions have brought protection to the firm "Salillari", which was also declared the winner, while there is no information whether this firm's guarantee has been kept or whether the lawyers of the Prisons have encountered any irregularities. More flagrant is the failure to launch any administrative or criminal investigation, either for the officials of the General Directorate of Prisons or for the firm very much favored by the majority, which has given the Dove of Skrapar millions of euros, huge public assets, concessions or even photovoltaic parks.
There are strong suspicions that the withdrawal and cancellation of the tender was done by "order from above", with the aim of having a "satellite" of Pëllumbi compete in the new procedure, just as he did with the Triport concession or even with the auctions of photovoltaic parks in Fier, where although there is no one named "Salillari", his vehicles have invaded the Seman and Darëzeza areas.

According to documents available to VoxNews, the Prisons have reopened the much-discussed tender for the construction of the Kukës Prison and Detention Center. It is learned that the fund is the same 528,385,376 lekë excluding VAT, with the aim of using this amount to carry out the "design and construction of the Kukës Prison and Detention Center", classified at the "limited" level.
"The purpose of this investment is to draft the project in phases, issue the relevant permits, carry out construction works and deliver the completed facility 'turnkey'. The duration of the contract or the time limit for execution for design and implementation is 24 months (for implementation 18 months)," these documents state.

Facsimile: Announcement of the cancellation of the tender for the construction of the Kukës Penitentiary Institution
A few days ago, VoxNews exclusively published the tender documents for the cancellation of the tender for the construction of the Kukës Penitentiary Institution. In fact, on May 12, 2025, one day after the parliamentary elections, Klevis Qose signed the tender in favor of the company "Salillari".
Only after 2 months, the same directorate suddenly canceled it, raising many questions about the entire procedure. "Did the firm in question deceive about the documents submitted? Did it submit false data? Why was it the only one in the competition?" our editorial team raised several questions.
It seems that the tender was a "reward" for Salillari for his engagement in the elections. But, the subsequent denunciations and his capture of the statesmen, has brought a change of course, where Salillari is now thinking the same as the oligarchs. He does not enter the tenders himself, but enters "satellite" companies, opened by his in-laws or even nephews. A scheme that happens regularly, where there are doubts that it could be repeated in the tender for the construction of the prison in Kukës.
