The government has authorized the Minister of Local Government, Arbjan Mazniku, to negotiate and sign with the country's municipalities the agreement according to which the new heads of administrative units in the country's municipalities, who resigned en masse after the ultimatum given by Prime Minister Edi Rama, will be appointed.
According to the authorization, Mazniku will be at the head of a non-profit organization that will be established between the ministry he heads and the country's municipalities.
This organization, it is stated in the government decision, has the competence 'to develop and provide sustainable professional training to elected officials, civil servants and other employees in local self-government units, with the aim of increasing professional performance to serve communities and to assist them in fulfilling their functions and competencies, according to the legislation in force, as well as to meet the challenges related to the process of integration into the European Union'
The decision is based on point 5 of Article 14 of the Law on Local Self-Government, which provides that 'two or more local self-government units, within a region or between different regions, as well as with central government institutions, may enter into a joint agreement for the creation of a legal entity separate from the parties, to which they grant certain authority and powers'.
According to this provision, the country's mayors will hand over the direct powers they have for appointments and dismissals in the local units where they are elected to a joint decision-making body, headed by the Minister of Local Government, Arbjan Mazniku.
