The head of the SP parliamentary group, Taulant Balla, explained in "Opinion" the creation of 61 municipalities in 2014, a time when the Socialist Party was in coalition with the LSI led by Ilir Meta.

Balla says that at the time, the Socialist Party proposed the creation of 49 municipalities, but the 'partner' in power demanded the creation of other municipalities due to the number of votes they would need in the elections.

"It is true that in 2014, there were some municipalities that were not in our first version. Our first version in 2014 was with 49 municipalities, but you are in a coalition and you do not have 84 votes, and the gentleman at that time said... I am giving you a well-known example: "In the municipality of Vlora, I do not have any votes. So, let's invent the municipality of Selenica so that I can run with 1 candidate."

"This is a discussion that has taken place, it is not a secret, the opposition MPs have also said it. The DP at that time was not part of the process. Even in 2022 we had an attempt with Basha. The DP has always found a way to escape ," said Balla.

Responding to questions about the reduction in the number of municipalities from 61 to 46, Balla stated that 15 municipalities are "being merged" due to low performance in terms of functionality in serving citizens.

According to Balla, these 15 small ones, which with the new Territorial Reform project, join the large municipalities, will have more power to cope with the standards of integration into the European Union in the future.

Meanwhile, discussions are continuing in the Assembly on whether or not to pass the territorial reform proposed by the Socialist Party. Of the current 61 municipalities, the majority has proposed reducing the number to 46, while the opposition massively opposes it with the argument that this plan would only serve electoral interests and would be at the expense of citizens.
