The tender worth around 425 thousand euros for the maintenance of security systems at the Port of Durres has ended in the public procurement court after the company that offered the highest bid was declared the winner.
According to documents consulted by Skyweb.al, the Bid Evaluation Committee set up by the Durrës Port Authority has announced the winner of the tender, the company "LAVIVA TECHNOLOGIES", which offered 407,000 euros or 96% of the limit fund.
Also participating in the tender were companies such as "Advanced Business Solutions - ABS", which offered to do the work for around 320 thousand euros, as well as "AES Communication" Shpk, which offered for around 380,000 euros, while the other participant, NOAL, did not make any offers despite expressing interest.
As Skyweb.al notes, rather than based on the cost of the service and the Port's money savings, the winner was announced by KVO, taking into account elements such as certificates provided by the bidders, leading to the announcement of LAVIVA as the winner, which appears to have had all the required certificates even though the price was around 90 thousand euros more expensive than that of ABS, for example.
Disqualification of “AES Communication” and “Advanced Business Solutions (ABS)”
The operators “AES Communication” and “Advanced Business Solutions (ABS)” were disqualified from the procurement procedure for lack of valid and appropriate technical certifications, according to the requirements of the tender dossier.
According to the KVO, AES did not meet the criteria after presenting certificates not issued by official manufacturers, invalid or not equivalent, as in the case of training for HPE servers, Bosch systems and networks (ÇNA).
Meanwhile, ABS failed to present unified and equivalent certifications for the required Bosch systems for access control, alarm, video storage and security system integration, submitting partial certificates from various manufacturers that did not fully meet the specified technical requirements.
Based on this, Gerond Meçe's "Advanced Business Solutions (ABS), one of the largest beneficiaries of public funds in the information technology and security systems sector, has appealed to the Public Procurement Commission, opposing the decision of the KVO of the Durrës Port Authority, represented by Kreshnik Bajraktari.
The appeal period has just begun and it remains to be seen whether AES Communication will also appeal the decision to declare the winner the company that offered the most. / skyweb.al
