The Albanian government does not need grants or soft loans that can come from the European Union, for the construction of roads, as it finds support from private concessionaires.
The European Union awarded a 3.5 million euro grant for the study of the feasibility of the Adriatic-Ionian road and its design. Albania is expected to build only 256 km of road, to connect it with the main European artery called TEN-T.
"After the feasibility study for the Adriatic-Ionian highway financed by the EC and finalized in 2019, our government requested a detailed study only for the Muriqan-Lezhë segment. After the study, the government will apply for an investment grant of up to 40%, while the rest will receive a loan from the EBRD, an institution that has supported the project since its inception. Meanwhile, for the other 212 kilometers from Lezha to Kakavijë, there is no request for grants, in-depth study or support with soft loans from the Albanian government to the EU or international institutions."
They will all be given with a concession and the government prefers to take twice the road money from the citizens than to reduce the fiscal burden on them.
A frightening contrast with other countries that have just joined the European Union, which have built thousands of kilometers of roads with EU funds. Croatia, Greece and Slovenia are the freshest and cleanest cases of how the EU supports main roads.
Meanwhile, in the summary of grants and projects supported by WBIF related to the connection of the Western Balkans with Europe, Albania has the lowest number of supported projects and the lowest value grants, even less than Kosovo, while the lion's share Bosnia and Herzegovina has it.
Top Channel has also made a request to the Ministry of Infrastructure for the reason why the method of financing from EU grants for the road was not preferred, but it remains for three weeks without an answer. /TCH
