In the productive activity commission, the representatives of the Ministry of Infrastructure requested the approval of an additional loan for the road Qukës - Qafë Pllocë.

The loan in the amount of 49 million euros will be received from the Saudi fund and is in addition to the previous fund of 56.8 million euros. The representatives of the ministry explained that the road designed 13 years ago is expected to be completed in 2025, further postponing the deadline.

"The project started measurements in 2016, in 2017 it was negotiated between ARRRSH and the Islamic Bank, while in 2017 the field works started. In 2019, there was a two-year suspension, at the request of the supervisor from the Saudi fund. This additional loan will go to the third lot, while the first loans went to lots 1 and 2," said the Deputy Minister of Infrastructure.

For the opposition MPs, the endless extension of the road is a failure of management by the Ministry of Infrastructure

"49 million for a segment where only 51% of the works have been done. It is intolerable in my judgment. It has gone so far about 250 million, more than half of the initial fund, the cost of the road 7 million euro km, the best standards in the world are 4 million for the roads with the best standards, it is a gangrene that is destroying the budget. Not to mention other elements that after 13 years we are still paying for consultancy" - said Helidon Bushati

"There is mismanagement on this road. It is your direct responsibility to find the funds for the road. What we heard from you is only how the Saudi Fund has hindered the works, but you bear no responsibility." - said Lefter Gështenja.

"The opposition MPs want to hide their heads like ostriches, because they know very well that the road started with a wrong project in 2011. Now this road requires funds, due to frequent changes, and it is work that must be finished, we will take it to the end." - said Arben Pëllumbi.

Meanwhile, some of the opposition MPs' questions remained unanswered

"Please, can you tell us in summary why for two years from 2019 onwards the works have been stopped, what were the reasons?" - said Luan Baçi

"A simple question, since there were so many design mistakes, how many companies were penalized for the mistakes that were made?" - said Helidon Bushati.

In the end, the socialist majority approved with its votes the new loan for the road, while the initial project, which was estimated at 126 million euros, now with the new loans has reached 255 million euros for 43 kilometers.
