The public administration is swelling in the number of employees year after year, as it moves towards higher positions in the hierarchy.

According to official data for the period 2019–2024, the total number of employees in the state has increased by about 10 thousand people.

From 172,745 employees in 2019, the administration went to 182,430 people in 2024. The expansion has not occurred equally in all categories.

The most favored have been legislators, senior civil servants, and senior executives, who have increased by over 6,600 people, an increase of almost 47% within five years.

The share of managers in administration has expanded significantly in the total number of employees in this sector by 11.2% in 2024 from 8% in 2023.

Additional employment in the state indicates the increase in the balance in favor of leadership positions.

Meanwhile, the number of specialists has been relatively stable, fluctuating slightly over the years and ending at a slightly lower level in 2024 compared to 2019.

In 2019 there were 76,023 specialists, while in 2024 there are 75,817, a slight decrease.

In contrast, the strongest decline has occurred among ordinary civil servants, from 14,250 in 2019 to 13,286 in 2024.

This decrease of more than 900 people can be linked to the effects of the digitalization of public services, which have replaced the need for many physical positions at counters and operational administration.

Another category that has seen steady growth is workers, who have increased by over 4,100 people during the analyzed period.

Likewise, a slight increase is also noted in technicians and assistant specialists, with around 45 people during this period, maintaining stability in the state structure.

At a time when the government promotes digitalization as one of its main pillars of reform, the significant increase in managers and expenses for physical administration seems paradoxical.

In this context, it was expected that the digitalization of services would be accompanied by administrative restructuring and a progressive reduction in staff, especially at the most operational levels.

But the data shows the opposite, the number of employees has not only not decreased, but has increased significantly in some categories, especially at managerial and specialized levels.

The lack of a deep reform and restructuring of roles in line with technology shows that digitalization is not yet being used as an instrument to reorganize the administration./ Monitor
