The National Information Society Agency (AKSHI) has suspended the 5 million euro tender for the provision of internet and intranet services for central government institutions, following complaints filed by five large market companies.
Sources for Skyweb.al report that the decision to suspend was made yesterday, while the limit fund set by the AKSHI is expected to be reviewed.
Internet companies have argued that under current conditions it is impossible to fulfill the requested service.
Previously, Skyweb.al had reported on the complaints of operators, who have taken the matter to the Public Procurement Commission.
In the submitted documentation, the companies claim that the ratio between the limit fund and the capacities required by the tender does not hold, emphasizing that the quality and volume of service cannot be guaranteed at this price.
Essentially, their request is to increase the limit fund or review the technical criteria. The operators have also brought as an argument the previous tender, which had a significantly higher value.
The companies that have filed complaints are: One Albania, MC Networking, Abissnet, Vodafone Albania and Albanian Satellite Communication. Some of them have also submitted detailed calculations, noting that AKSHI has miscalculated capacities and that technical requirements are not clearly defined.
The tender, announced with a value of over 5 million euros, envisaged a framework agreement with four winning companies for a two-year period, while the deadline for submitting bids was set for September 22, 2025.
AKSHI tenders are often accompanied by complaints and accusations of favoritism, while some previous procedures are still under investigation by SPAK. With the suspension of this tender, it is expected that the process will be returned to review and clear standards will be established to enable real competition between operators. / skyweb. al
