A decision dated August 28, 2025, of the National Council of Territory and Water, paves the way for the construction of resorts on properties registered as "olive groves" and "orchards". According to documents available to VoxNews, Prime Minister Edi Rama and 9 ministers have signed decision number 1, which simplifies to a minimum the granting of permits to alienate even those green areas.
The decision in question paves the way for the alienation of olive groves in the entire area of the southern coast, starting from Vlora, Radhima or even Orikumi. The same situation is in Palasa, Dhërmi, Vuno or even Himara, where the entire area near the seashore is filled with olive trees.
There are also large olive plantations or orchards in Qeparo, Borsh, and even Lukovë, where developers have long had their eye on them. The government seems to have had a clear goal of building resorts, while olive groves and orchards can be found from Lukovë to Saranda.
More than a bureaucracy, it all seems like a scheme to make it easier for builders to build resorts in these cadastral areas. If until now obtaining permits in these areas has been almost impossible, now with the new decision it is expected that olive trees and other trees will be cut down.
The decision stipulates that "for all decision-making by the National Council of Territory and Water, in the event that the project proposals extend to property with the cadastral entry 'orchard' or 'olive grove', in which the field survey results in there being no orchards, fruit trees or olive trees, the entity must deposit certain documents with the ARD, the Ministry of Agriculture and Rural Development, as well as the relevant local self-government unit.
Initially, a report of the actual condition of the olive grove or fruit tree crop area on the ground must be submitted, accompanied by photos of the existing condition, maintained by the topographer, who declares that the property that has been verified is the same as the ownership document, and the agronomist, who verifies the actual condition on the existence or not of fruit tree crops or olives.
"The minutes are also signed by the property owner or the representative of the developer of the project proposal. A joint notarial declaration is also required between the developer and the expert who drafted the minutes of the factual situation, who declare under their full civil and criminal responsibility for the authenticity of the submitted documentation," the document states.
So, to put it simply; A surveyor undertakes to alienate all these assets in favor of resorts. Time has shown that such decisions pave the way for alienation rather than protecting nature or even olive plantations. Similar situations have occurred before, mainly with the forests in the Lalzi Bay area or with the cut olive trees in the Farka or Kodra e Diellit areas in Tirana.

The builders have applied a well-thought-out scheme to build, where in some cases they set fire to the area. In other cases, they bring in local residents to cut down trees and then produce these documents that the KKTU requires.
The same decision stipulates that, after the agronomist also makes the declaration, for areas up to 0.1 ha, confirmation of the factual situation of the assets, for which it has been declared that there are no orchards/fruit trees, is carried out by the relevant agronomist specialist at the local self-government unit within 5 working days. “In case the local self-government unit does not respond within the 5-day period, confirmation is carried out by the agronomist specialist at the relevant Regional Agricultural Extension Agency,” the document states.
Meanwhile, for areas larger than 0.1 hectares, the identification is done by two agronomists, one from the local government and the other from the Ministry of Agriculture. "After confirmation, KKTU can proceed with the relevant procedures for issuing the development or construction permit document," the decision states.
