The Lekaj-Fier road, in addition to having four lanes, also has two parallel roads that accompany it along its entire length.

The construction of these parallel roads has been planned since 2013 in the budget of that time, while the road has constantly "eaten" money to be built and transformed into an important national axis that connects the capital with the south. But, for the government, all these investments will be rejected as it plans to give it to the concessionaire to use it for 35 years, placing and beaming a road that the Albanians have paid once together with the parallel roads.

In 2013, it was predicted that from Plepat to Fier, the parallel roads, which are existing, would be systematized and asphalted. The money has been given for these roads, but in the concession given to 8 companies, it is said that 320 million euros or 7 million euros per kilometer will be invested, not including the commercial loan interests that almost double the costs.

The construction of this 46 km long axis was financed once by Albanian taxpayers, but also by Italian taxpayers. From Lekaj to Rrogozhinë has been a long and difficult ordeal for drivers in Albania, who remember that the road took 12 years to complete and cost the budget 4.7 billion lek or 36 million euros, as a road with four lanes of type A2 that started from Plepat to the roundabout in Rrogozhinë.

Meanwhile, the Lushnja - Fier section was built with Italian funding, 21 million euros from the Development Cooperation of the Italian Foreign Ministry in 2009. Even in the feasibility study of the European Union for these axes, it can be seen that its difficulty is the easiest in the entire Adriatic-Ionian corridor. Precisely, the axis with the least need for investment and the most profit potential, the Ministry of Infrastructure gave concession to 8 companies. Minister Balluku did not even take into account the fact that low-interest loans could be secured from the European Union to adapt this road to a type A road 1./Tch
