"Although 80% of public spending on health is managed by the Mandatory Health Care Insurance Fund, the scheme does not provide universal coverage for all categories of the population, as intended in the strategic priorities."
This is one of the findings of the report drawn up by the organization Together for Life, on the coverage of real health care needs, which, among other things, once again confirms the ongoing problem in the allocation of public funds for health.
The report finds a lack of transparency in the planning and monitoring of public funds of the FSDKSH scheme, raising doubts about the effectiveness and efficiency of the use of funds related to a constitutional right such as that for health care.
Likewise, for the services provided by concession and PPP, such as check-up, dialysis service, laboratories or sterilization of surgical equipment, no qualitative analysis of the results of the policies implemented in these structures has been carried out so far.
"The current management policy of hospitals, especially regional and municipal ones, which, in addition to the lack of transparency in the allocation of budgets, are characterized by a pronounced lack of effectiveness in their management, is also inefficient," the report states, among other things.
Meanwhile, taking the findings into consideration, some recommendations are given, the main one being related to the urgent need to reform the health care scheme, offering a more solidary approach, in terms of full coverage of the entire population with health services and not only of contributor categories. Also, the complete reformation of the financing scheme of public hospitals is required, relying on the budgeting model based on performance and service quality.
