After March 22, the implementation of the Albania-Italy Protocol begins.

On March 22, the agreement between Albania and Italy on the treatment of immigrants takes legal effect, paving the way for the construction of two camps for their reception in Shengjin and Gjadër in Lezha.

After the vote in the Assembly of Albania and the decree by the President, the agreement has been published in the Official Gazette, passing every legal link necessary to be implemented.

In this way, the way is opened for the Italian side to build the reception camp in Shengjin and the immigrant accommodation camp in Gjadër of Lezha. By April 22 of this year, Albania must open a special account that will be used for payments that the Italian side will make in cases of unexpected expenses from the Albanian side.

Within June, the Italian side will transfer the amount of 16.5 million euros to the account of the Albanian State Treasury, which will be used as an advance payment. Likewise, within June, the Italian side must open a bank account in a commercial bank in Albania, dedicated exclusively to the deposit of resources related to the guarantee fund, which is estimated at 100 million euros.

In Gjadër there are 10 dilapidated military facilities that will be renovated to become a refugee camp, with an area of more than 1900 square meters. In total, the immigrant camp in Gjadër is 77 thousand square meters. Also, a special section will be created in the Port of Shengjin for the reception and health treatment of immigrants.

In total, the investment that Italy will make in these two camps amounts to 30 million euros. The agreement provides for a maximum capacity of 3 thousand immigrants. This agreement is expected to last at least 5 years, while the Albanian side retains the right to renew or not renew the protocol at the end of its five-year term, as well as to terminate it, at any time, provided that it gives 6 months notice.
