APP report/ 30 percent of tenders were won without competition

30 percent of tenders that were successfully finalized last year were awarded without competition, as only one economic operator participated. According to the data extracted from the electronic procurement system, it results that the number of tendering procedures above the monetary limit of 1 million ALL, with an offer submitted and finalized with notification of the winner is 1218, out of a total of 4007 tenders that were finalized with a winner during for the period January - December 2023.

Also, according to the data from the Public Procurement Agency, it results that 112 of the procurement procedures, where only one operator participated, were tenders above the high monetary limit.

Meanwhile, as regards the total fund that was tendered without competition, for the second year in a row APP does not make the figure public, while in 2021 this amount reached 330 million euros or 21% of the total procured fund.

The implementation of public procurement procedures with only one participant is not prohibited by the legislation in force, but they still constitute reasons for raising red flags, due to the lack of competition.

Meanwhile, the lack of competition reduces the possibilities of saving public money, since the evaluation of the offer above the most favorable price offered is impossible.

According to the Public Procurement Agency, from all the tendering procedures carried out last year, the total saved value of the procedures gained against the total limit fund reached 15% or about 20.3 billion ALL.
