The Albanian Association of Electricity Suppliers requests the improvement of the draft methodology on the determination of the obligation for renewable energy to be paid by the final consumers of electricity, issued for public consultation by the Energy Regulatory Authority.
According to the letter sent to ERE, one of the main objections is related to the obligations to deposit with the relevant body the annual forecasts for the volumes of electricity that are expected to be produced or supplied.
According to the association, these requirements are inapplicable, while the forecasts would be unrealistic as long as producers depend on water conditions. Also, they object to the point where monthly, quarterly or annual prepayments are foreseen for them, if the Renewable Energy Operator has no funds.
In the letter, the suppliers explain that this would be the first case in the world, which would force suppliers to pay prepayments, calculated only in subjective forecasts. In their position, the Association also opposes some forecasts related to the recovery of payments from bankrupt suppliers or the reconciliation of the differences between the forecast and realization.
For each of the attitudes, the Association has presented its proposals for improving the final methodology. The document issued for consultation by ERE is the obligation of the new law of renewable resources, which deals fairly with the costs of the obligation of renewable resources to all consumers.
