"We have come across companies where the beneficial owner comes from countries that are not friendly either to Albania or to other countries. We are dealing with the financial system, take it as an alert. All the countries on the border with Russia have this concern, they have increased vigilance".
Not only controls according to origin, but also tightening of a series of conditions for foreigners who invest in the Albanian public debt, but also the local financial markets. This is the concern that was raised by the SP deputy, Erion Braçe, in the special Disinformation Commission, regarding the extent of Russian influence in the economy, not only in the countries of the region, but also in Albania.
"A phenomenon is happening that after the war in Ukraine, investors of Russian origin moved to EU countries to escape sanctions. The criterion of being registered in an EU country is not enough if we want to keep our financial markets clean. Revise our regulations or increase oversight. 83% invested in the bonds of the government of Albania that enter and hold the public debt. Someone who holds your debt holds everything, holds politics and sovereignty," Braçe emphasized.
While Mimoza Kaçi, head of AMF, said: "It's the individual investors. 83% are invested in government bonds, we do not see a risk that they are invested outside the territory of Albania or in risky countries. It is not capital coming from abroad, but capital of individuals in Albania."
According to the socialist deputy, this phenomenon is also seen as worrying in the countries of the region, while Albania should take measures as soon as possible for every sector of the economy: "Do you have information about individuals, companies, groups that are in the free market and come from unfriendly countries that become part of Albania's debt transaction? We have noticed an influx of foreign investments, capital from these countries, institutions or individuals operating in our markets".
Gent Sejko, governor of the Bank of Albania, declared: "Your conclusion is correct. It is normal that we will increase our vigilance. Beneficial owners resulting from us are not listed under austerity measures. Coordination with other institutions is needed, the bank cannot do it alone. It does not turn out that we have foreign investments from hostile countries, and in fact we must define who we call hostile. If it is penetrated by the investments of other countries, it is not our task to identify it."
As for foreign investments in the real estate sector, the governor clarified that it is the banks that, with their criteria, automatically exclude suspicious cases.
