There are ten large projects that will be financed from the state budget or from unspecified financial sources. Their total value is about 17 percent of GDP. In most of them, according to the data processed by Open Data, there are no specifications of the financier. What remains open is that the main funding will come from our taxes which go to the budget.

The project with the highest funding value from the 2024 State Budget is Capacities Offered in the Modernization of the Fighting Forces . The construction of the New Porto-Romano Durrës port with the Durrës Port Authority as the procurer will be the second project with the highest value for 2024, namely 8.6 billion ALL, with a completion date of 2026 and will be realized with external financing, namely with credit. This port is expected to cost a total of 43 billion lek and will last even beyond the mid-term plan 2024-2026. The work is part of Corridor 8. As part of this corridor in the 2024 State Budget as a budget priority, the Elbasan road axis is also foreseen - Qafë Thane, divided into 6 different projects in the list of public investments for 2024. The estimated value for 2024 is 604 million ALL, the total value of the 6 mini-projects is 17.53 billion ALL throughout the entire period. 1.12 billion ALL are expected to be invested in these projects in 2025, and 2.04 billion ALL for 2026. Financing is internal, with money from the State Budget. Here too, the ability to set in motion foreign investment assistance mechanisms is lacking.

The construction of the Llogara Tunnel for 2024 has respectively 5.19 billion ALL. The completion date has been postponed by one year from 2024 to 2025. This project has started in 2022.

Investments in defense are ranked fourth, namely Light Armament, Ammunition and Equipment , value for 2024, about ALL 4.76 billion. The Procuring Authority is the institution of the land forces and the total value of the investment over the years is 33.47 billion ALL.

The PPP Concession Contract for the improvement, construction, operation and maintenance of the Arbri road , plan 3.5 billion ALL, is the fifth investment in order of value for 2024, fully internal financing.

The project for support in the energy sector (MIE Apparatus (OSHE and OST), has a weight of 2.35 billion ALL in the budget year 2024 and a total of 20.54 billion ALL.

The State Budget will finance with ALL 2.29 billion the project to increase the Capacity of Armed Unmanned Aircraft (Drone/UAV) along with command and control systems. The total value of the project is 7.7 billion ALL.

The Albanian Development Fund will allocate 2.05 billion ALL for new investment projects in 2024.

IPA Program projects with foreign funding procured by the National Civil Defense Agency are planned for 2.01 billion ALL in 2024.

Ranked tenth with the highest investment value for 2024, the Qukës - Qafë Plloçë road segment construction project , financed by the Saudi Fund for Development, with a value of 1.79 billion ALL anticipated for 2024, while the total amounts to 26 billion ALL. The completion date is expected to be 2026.

The Albanian Government has proposed expenditures for Public Investments in 2024 for Projects with a total expenditure of 120,458 billion ALL (one hundred and twenty billion ALL approximately 1.16 billion Euros). There are 1,101 projects listed, of which 964 are in the Budget for 2024. The value of state investments in 2024 constitutes 4.95% of the Gross Domestic Product, annual GDP or 16.37% of the total projected budget expenditures.
