Farmers will be able to use stored products and those in production as collateral for credit.
The Minister of Agriculture and Rural Development, Anila Denaj announced that the draft law "On commercial receipts for agricultural products" has been submitted for public consultation.
According to the minister, the purpose of this draft law is to ensure as much financing as possible in agriculture, quick and fair payments to the farmer for the future agricultural product and the stored one, as well as the creation of a collateral system through the future agricultural product and that stored.
This draft law specifically regulates the two financial instruments such as "commercial receipts on the future agricultural product" and "commercial receipts on the stored agricultural product", the electronic procedure of issuing these receipts, their registration in electronic form, as well as in the register of insurance liabilities.
Denaj said that the procedure for issuing these commercial receipts is planned to be electronic, on the state platform e-Albania, without fees, while at the same time online the registration as a security lien of these receipts.
This money received is guaranteed with the planted product and in the event that the farmer cannot repay the obligation, then the creditor takes ownership of the agricultural production just like real estate collateral.
All receipts will be recorded in a special register and they cease to exist at the moment when the debtor repays the obligation to the creditor or, in the event of inability to repay, hands over to him the agricultural production set as a guarantee.
