The Ministry of Health has made a decision regarding transgender people, who will receive hormone therapy for the first time in the country's public health service.
The Ministry has determined the medical criteria, clinical procedures and monitoring for hormonal therapy, which will be provided and covered by public funds at the "Mother Teresa" University Hospital Center.
According to this guideline, treatment is provided for both adults and adolescents from the age of 16, when evaluated by doctors and with family approval.
Due to the lack of legal recognition and proper healthcare, many transgender Albanians have been forced to receive hormone therapy abroad or, in some cases, at local pharmacies informally, significantly increasing costs and health risks due to the lack of monitoring by a specialist doctor.
The order of the Ministry of Health, approved on April 28 and signed by Deputy Minister Eugena Tomnini, aims to provide a solution to this situation, now enabling all people who want to change their bodies through hormones to adapt to their gender identity.
The decision emphasizes that treatment will be accessible to transgender men transitioning from female to male through the hormone testosterone, as well as to transgender women transitioning from male to female through estrogen and antiandrogens.
The age at which therapy can be performed has also been determined, which can start from the age of 16, while in special cases and only with specialized assessment, it can be considered from the age of 14.
" The timing depends on the cognitive maturity of the adolescent and his ability to understand and accept the potentially irreversible effects of the treatment. The assessment of this is complex and requires the full cooperation of the adolescent, his family and the treatment team. The possible impacts of the treatment on the health and social functioning of the child must also be taken into account ," the Ministry of Health order, published by Report TV, states.
This decision has been requested for years by the LGBTQI+ community, which, unable to transition in Albania, has turned to neighboring countries, mainly private clinics in Serbia and North Macedonia, while the costs of a gender transformation operation reach up to 15 thousand euros.
