The court released from duty four of the six arrested where through falsification of documents they alienated from state land owned by three citizens over 10 thousand m2 of land in Saranda.
Judge Shkëlzen Licaj has imposed the security measure "house arrest" for Pandi Zhongen, Director of Urban Planning in the Municipality, Rovena Alikajn, lawyer at ASHK, Arhondia Caraj, land beneficiary and Valter Llomi, land beneficiary. Meanwhile, for the notary Aleko Anagnosti and one of the beneficiaries of the land, Fredi Merkuri, the measure "Arrest in prison" was given for 45 days.
It is worth mentioning the fact that the prosecutor Kledian Llaho had requested the measure "House arrest" only for the lawyer Rovena Alikaj, but the judge released three others.
The defendants are suspected that through falsification of documents, approval of construction permits by the municipality of Saranda and subsequent mortgage in the office of ACA Saranda, have alienated state land of 10 thousand square meters to businessmen, who have built there. The land surface, before the alienation, served as a green space, a garden, for the city of Saranda.
During two years of investigation, the Saranda Prosecutor's Office managed to find out that 10 persons, including officials, businessmen and citizens, were involved in this scheme of alienation of public property. At the top of the list is the former director of the Saranda Cadastre, Ardian Kola, who held office in 2019-2020. The arrest warrant against him was issued by the prosecution this Thursday, but sources suggest he has fled the country. The two brothers, Behar and Bedri Muçobega, owners of a hotel in Saranda and who would build a second one on state land, who also benefited through false documents, have also been declared wanted.
