Lawyer Bledi Dervishaj has reacted to the delay in announcing and publishing the Criminal Amnesty, informing all convicts and other persons who may benefit that they must be patient for another 25 days.
He analyzes the entire path that the adoption of a law must follow, but explains that surprisingly the amnesty has not followed any trail, starting first with the announcement in the Official Gazette, review, sending to the Presidency, etc.

Why is the promulgation, publication and entry into force of Law No. 57/2026 "ON GRANTING AMNESTY" being delayed?
As a reminder, at the end of last year, 2025, the news was made public that the government would make a criminal amnesty and that many people would benefit from this and would gain immediate freedom. Then, it seems that this humanitarian initiative was forgotten for several months.
Then, on February 9, 2026, the government submitted a draft law granting amnesty to the Assembly.
It took another 4 months, not just a few, until this draft law received the green light for consideration.
Some of the people who could have been released if this law had been passed as promised have served their sentences and may have been released, others are still waiting, and others have gained beneficiary status, which is related to the moment this law enters into force.
And yet, finally, on June 18, 2026, the Parliament approved Law No. 57/2026 "On Granting Amnesty".
It is expected that in such cases, none of the institutions will delay, but will carry out the promulgation and publication of the law in the Official Gazette, as from that moment it takes 15 days for the law to enter into force and be implemented.
From that moment on, for 15 days, the General Directorate of Prisons, the Probation Service, the Prosecutor's Office and the Court will begin to evaluate the files they have in process, identifying the persons, convicted, suspected, under investigation, affected or not by the amnesty. We, the lawyers, the people we represent, or their families, are waiting with no less interest.
So, everyone is waiting for the law to be published and come into force.
To date, there is no trace in the official gazette of the publication of this long-awaited law.
Then, someone has taken too long to review and/or publish the law.
I visited the website of the Center for Official Publications, there is no trace of the publication of the law. The last published Official Gazette is no. 134 and the last published law is law no. 55/2026.
I visited the website of the Albanian Parliament and found that the Parliament has published the voted draft of the law and assigned it the law number no. 57/2026, so I think that the law has been sent to the Presidency for decree and promulgation according to the rules.
I visited the President's official website, and it turned out that the enactment of Assembly laws has proceeded in chronological order with the promulgation of the law up to Law No. 56/2026.
Law No. 57/2026 has not yet been promulgated. Either this law has not yet been submitted to the Presidency, or it is still under their review.
The fact is that to this day, 1 week after its approval, Law No. 57/2026 "ON GRANTING AMNESTY" has not yet been published, so anyone whose personal fate or professional routine is linked to this law will have to wait a few more days. Maximum 25 more days. So, be patient!
However, I still fail to understand what reasons there could be for delaying the promulgation, publication, and consequently the entry into force of this law, which is guided by the principles of humanism.
Honestly, I can't understand it.
