The bank data of Albanian citizens appears to have been copied and disposed of by the group of persons accused by the Prosecutor's Office of publishing the salary database at the beginning of this year.
The fact seems disturbing even though the information in question has not been made public since a document of the Albanian Committee of Helsinki states that in the CD seized from one of the persons under investigation, a considerable number of documents with bank data for various clients were found. . There is no one accused by the prosecution for this episode.
The scandal of the publication of the personal data of Albanian citizens seems to have jeopardized the banking data that are directly related to the monetary amounts that the citizens have in the various banks in the country.
A document of the Albanian Committee of Helsinki regarding the scandal, evidences the fact that a considerable number of bank data of various clients were found on one of the disks seized by the prosecution and examined during the investigations for the publication of the salary database.
Despite the fact that they have not yet been made public, it seems that the bank data of citizens have been copied and circulated to the people who sold the database of salaries or license plates.
"As part of the criminal investigations of the Tirana Prosecutor's Office regarding the salary database, a significant number of other documents with bank data for various clients were found on the hard drive subject to examination belonging to one of the defendants", it is stated in the document of the Albanian Committee of Helsinki.
This organization finds this fact very disturbing in terms of data security and adds that it is unclear how this information was obtained and whether there was a reference from the prosecution for the administrative investigation of the controlling entities in the banking sector or beyond that are in contact with these data.
The Prosecutor's Office of Tirana has carried out the investigations against 2 employees of ANA, Eni Qirjako and Andi Agaraj, regarding the accusations of "Abuse of duty", "Passive corruption of persons exercising public functions" and for the other 2 defendants. Klodian Sota and Endri Ikomomi, employed in the private sector for the criminal offense "Active corruption of persons exercising public functions".
The investigation ruled out hacking, proving that the data was taken from the system by employees and transferred to the people who made it public. The Albanian Helsinki Committee draws attention to the fact that SPAK should have investigated this case and not given up the file by handing it over to the Tirana prosecutor's office.
Specifically, based on the Code of Criminal Procedure, two of the criminal offenses are within the jurisdiction of the Special Court against Corruption and Organized Crime.
The report highlights the inaction of the justice bodies towards other episodes of the publication of data such as the database of voters or license plates.
The Albanian Committee of Helsinki notes with concern that for the database of voters there is no person who was taken as a defendant after the initial registration of the proceedings in the Special Prosecutor's Office./ Ora
