US declares 'non grata' Aqif Rakipin and Star Droqin, assets

The Office of the United States Treasury Department for Foreign Assets Control (OFAC) designated seven individuals and one ent in four Western Balkan countries.

The decision targets persons who threaten the region's stability through corruption, criminal activity and other destabilizing behaviour, and among them is former MP Aqif Rakipi, the father of current Socialist Party MP Ornaldo Rakipi.

Aqif Rakipi (Rakipi) is a notorious former MP from Tirana, Albania, who has harmful and destabilizing influence on political processes in Albania. Numerous organised crime groups (GKO) in Albania have offered money, gifts or promises of jobs or concessions in exchange for votes for their preferred political party.

Rakipi has long been involved in organized crime and is closely linked to an Organized Crime Group, within which he has exerted political influence, including through corruption. For example, Rakipi has used his political influence to appoint his friends to key public positions in Tirana and Tirana. Rakipi lost his term as Albania's parliament deputy after prosecutors confirmed his role in criminal activity under a pseudonym. It is determined on the basis of E.O. 14033 because it has been responsible for either direct or indirect involvement in corruption related to the Western Balkans, including corruption by, in the name of, or linked to a government in the Western Balkans, or a current or past government official, at any level of government in the Western Balkans, such as embezzlement of public property, expropriation of private property for personal gain or political purposes, or bribes.

Star Droqi (Droqi) is a media owner whose assets were seized by the Albanian government in 2020 and 2021 for previous criminal activities. Droqi has exploited media that have previously been under his control to extol and blackmail Albanian citizens through requests for money and advertising purchases in exchange for not publishing negative articles in the media. Also, Droqi has brokered bribes on behalf of a subject seeking to do business in Albania. Droqi is determined on the basis of E.O. 14033 because he was responsible for either direct or indirect involvement in corruption related to the Western Balkans, including corruption by, in the name of, or linked to a government in the Western Balkans, or a current or past government official, at any level of government in the Western Balkans, such as embezzlement of public property, expropriation of private property for personal gain or political purposes, or bribes.
