Through binoculars, ornithologist Jon Vorpsi spies flamingos and pelicans stopping along their migration routes in a sheltered bay on Albania's southern coast.
Vorpsi fears the sight could soon end if Donald Trump's son-in-law Jared Kushner goes ahead with plans to build a tourist resort in Zvrenec near the city of Vlora, an area loved by locals for its peaceful pine forests, olive trees and hiking trails, and where cows roam along deserted beaches.
Kushner announced the plans last month, part of a wider investment by his Affinity Partners in the Balkans, which includes another project on a nearby carp island and a third at the former army headquarters in the Serbian capital , Belgrade.
Kushner, a former top aide to Trump when he was US President, created the investment firm after he left the job in 2021.
The projects can boost local economies by luring visitors, but they have faced opposition from locals who fear they will damage the environment or, in Belgrade's case, threaten culturally important sites.
Vlora Mayor Ermal Dredha hailed Kushner's project, which includes marinas, swimming pools and exclusive villas, saying he planned to turn the city into a "high-end tourist destination" and vowed not to harm the environment.
We do not see heights in the investment project, we do not go to very high constructions. But what we see is very important, these materials we will use will all be ecological. So we won't destroy it. It will harmonize with the whole landscape that we have. We want Vlora to be a top tourist destination, a top tourist destination. Without investments, how will we attract all these people who come here, choosing Vlora?
Kushner presented the plans weeks after Albania's parliament amended a law allowing the government to grant building permits in protected areas for hotels or resorts of five stars or more. He did not then say how much Affinity planned to invest. Kushner and Affinity Partners did not respond to Reuters requests for comment.
