The head of SPAK, Altin Dumani , reported this Thursday before the High Council of Prosecution. One of the questions addressed to Duman also had to do with the transparency of the institution he leads.
Dumani stated that he has kept the promise he gave when he was running for the leadership of SPAK, stating that he has held open meetings with the journalists of the chronicle, answering questions as far as the law is concerned.
He stated that communication with journalists is done to find the balance between informing the public and the secrecy of the investigation. Therefore for this reason he refused to be told that it is hermetic. Dumani emphasized that he has tried to limit the flow of information through unofficial channels.
"I don't accept being told I'm hermetic. I probably limited the flow of information, I tried to limit the flow of information to unofficial channels. I have tried as the head of the institution to fulfill both my functional duty and my legal obligation, but also to the prosecutors, since even the prosecutors have the legal obligation to maintain the secrecy of the investigation as long as the investigation is not published. I tried to limit this and I hope we succeeded and this is a legal obligation, it has nothing to do with not being transparent or hermetic", said Dumani.
Another question that was asked to Duman also had to do with the registration of criminal proceedings after public denunciations made by various entities. The head of SPAK said that the prosecutors cannot go public that they have started criminal proceedings for these denunciations as it spoils the surprise of the investigation.
"Of course, the denunciation can be public, but the registration of the proceedings and the development of the proceedings are not public. I mean, a report was made in the media and it will come out "I have recorded it, I am investigating", so where did the surprise of the investigation go? Anyone can make a public complaint, the registration of criminal proceedings is a very important, very discreet moment", said Dumani .
