The Police Oversight Agency during the first 3 months of 2024 has aimed to increase the efficiency of proactive investigations in order to combat illegality, in the ranks of the employees of the structures, mainly of the State Police, targeting the first, middle and higher levels of police management, not only those at the implementation/operational levels. Also, the focus has been placed on structures with a high risk of corruption, such as the border, traffic police, crime investigation, services to third parties, etc. Specifically, for this period, the AMP has had a significant quantitative and qualitative increase; where there were 73 referrals with 119 employees referred, compared to the same period last year where there were 41 referrals with 66 employees referred, which results in an increase of: 78% of the number of criminal referrals, 80.3% of the number of employees referred.
We emphasize that, as far as preventive activity is concerned, it turns out that, for the period January-March 2024, we have 33 proactive investigations against 11 proactive investigations of the same period last year, or otherwise a 3-fold increase in the number of proactive investigations.
Also, during this first 3 months of the year, detentions/arrests in flagrante delicto were carried out on initiative, as well as court decisions were executed for the security measures of a prohibitive and coercive nature given to 14 employees of the structures and 5 citizens.
Grouped according to criminal offenses, we classify the 73 criminal referrals for 119 subjects into: 31 referrals against 37 employees of the structures for the criminal offenses of "abuse of duty" and "passive corruption", 20 referrals against 60 employees of the structures and 17 citizens for the criminal offense "abuse of duty" by favoring "various forms of illegalities", 16 referrals to 16 employees of the structures and 1 citizen, for the criminal offense of "committing arbitrary actions"; "other intentional damage", "domestic violence", "beating due to duty", etc., 6 referrals to 6 employees of the structures for the criminal offense "improper driving" or "violation of traffic rules" road".
Even for this first three months of 2024, "abuse of duty" turns out to be the most classic form of illegality with about 43% of the total referrals, either as a single form or intertwined with other violations, where the latter occupy about 27% of the total referrals, which vary from one local structure to another and from the type of structure and the legal and functional responsibility they have. In a significant percentage, about 22% of the total referrals are violations/actions committed by police officers during the exercise of their duties, which affect the freedom of citizens.
As for the administrative activity of the Police Surveillance Agency, in comparative terms for the analysis period January - March 2023/2024, it results that: There were a total of 929 calls to the Green Line, marking an increase of 5.6% compared to the same period last year, when a total of 880 calls were registered. In the field of administrative investigation for the period January - March 2024, a total of 339 complaints were administered, compared to the same period last year when 233 complaints were administered, it is found that there is an increase of approximately 45.6%. At the end of the administrative investigation, it was found that in 53 cases the complaints were founded, marking an increase of nearly 65.6% compared to 2023. The disciplinary progress for the first three months of 2023 is 7 cases, in 2024 we have an increase in 23 cases.
