Environmental Agency Report: Tirana and Elbasan with the most polluted air in

Tirana and Elbasan continue to face high levels of air pollution, especially from PM10 dust particles. Data published in the National Environment Agency's 2025 report show that annual limits have been exceeded in these two cities.

According to the National Environment Agency, PM10 particles have a diameter of up to 10 micrometers and are mainly created by road traffic, industrial activities, construction and the use of heating fuels.

“PM10 can cause and worsen heart and lung diseases, stroke and arrhythmia. PM can damage the central nervous system, the reproductive system and can cause cancer. One of the outcomes of PM exposure can be premature death,” the report states.

During the period July-December 2025, the “Tirana Higjiena” station recorded an annual average concentration of 57.66 micrograms per cubic meter out of the 40 allowed. About 44% above the permitted limit. In Elbasan, the average reached 59.72 micrograms per cubic meter, or 49% above the norm.

Meanwhile, Elbasan is the only city where an exceedance was also recorded for nitrogen dioxide, NO₂, a pollutant mainly related to vehicle exhaust and industrial activity.

"Based on the monitored data, it results that we have exceeded the annual limit value only at the Elbasan station. The monitored value is 40.18 micrograms per cubic meter," the report states.

In the report's conclusions, the National Environment Agency assesses that the air quality in the monitored cities is not at a very good level.
