Rama dissolves the Cadastre after successive scandals, returns it to the ASHP

Instead of a definitive solution to the long-standing property chaos, the government is simply preparing another institutional “repackaging.” Through a draft law quietly submitted for public consultation, Rama seeks to give the institutional massacre another makeover, merging the State Cadastre Agency (ASHK) and the Property Treatment Agency (ATP), to give it another name: the State Property Agency (ASHP).

This move is seen as another pseudo-reform to cover up the administrative failures, endless delays, and real estate alienation scandals that have accompanied the cadastre system over the years.

Aftermath and doubts about the new superstructure:

Absolute concentration of power: The ASHP will no longer be simply a technical agency, but a megastructure directly subordinate to the Prime Minister. The Director General will be personally appointed and dismissed by Rama, raising questions about whether this change is made for efficiency or for complete control over decision-making of state and private properties.

Fines to cover system failure : The draft law provides for fines of 5,000 to 500,000 lek for employees who delay filing or lose documentation — a measure that critics see as an attempt to evade responsibility from political leaders and shift blame to lower-level officials.

Promises of “ease”, but with old mechanisms : Deformations in cadastral maps and corrections are promised to be made free of charge, while it is claimed that verification of the origin of the property will not be required after the certificate is issued. However, precisely the lack of legal certainty and the overlapping of maps remain unresolved wounds for decades.

Merger without accountability : By merging ATP and ASHK within 6 months of the law coming into force, institutional responsibilities for thousands of pending compensation files for former owners and legalization processes are alienated.

It remains to be seen whether this reorganization will bring any real solution or will simply be another change to the sign at the entrance to the building to divert attention from the property scandals. (VNA.al)
