With the vetting, which has not yet been completed, in the Special Appeals Chamber, it was implied that citizens were expecting better justice, but no.

They are dissatisfied and this is shown by the complaint data with the High Inspector of Justice, the institution responsible for investigating administrative violations by justice officials.

In one year, 8,451 citizens filed complaints with the ILD against judges of all levels and prosecutors.

Currently, 2051 of them are still under verification by inspectors.

The concerns of plaintiffs or those who have requested the engagement of the ILD are the same as in previous years, duration beyond legal deadlines of processes and investigative delays, delays in the reasoning of judicial decisions and suspicions of violations of impartiality.

In this sense, in the face of a situation with a backlog of files, a trend of requests for acceleration is being observed.

In one of the ILD inspections in several courts, it resulted that trials are prolonged not only due to the stock, vacancies but also the workload of magistrates, which for the Tirana court results in 1176 cases under trial for each judge.

While for other courts of the same level, it is 841.7 cases per judge.

Currently, the stock has reached over 140,000 cases and the High Judicial Council has set timelines for processes depending on their criminal and civil nature, but the situation remains difficult.
