Why can't the President convene the National Security Council for the alienation and massive corruption with the properties of the Navy?

The massive corruption with the properties of the Navy and the seizure of the Saranda Naval Base should have brought the National Security Council together. Albania is the only NATO member with a naval base under preventive seizure. But, this did not happen and will not happen, since:

According to the law no. 64/2014 "on the powers and authorities of command and direction in the FA", article 15, point 9.d. The Chief of General Staff of the FA is responsible for "control of combat readiness and takes measures to improve it".

November 2020 - works began on the construction of the 4-storey building at the Shengjin Naval Base;

December 18, 2020 - The Chief of General Staff of the FA, while the building was in Katllavan, issues an operational order for the Military Police to assist the Naval Force for not allowing civilians to carry out work at the Shengjin Base and its security.

December 19, 2020 - The Commander of the Shengjin Base reports to the Naval Force and the General Staff that the Military Police does not help him to implement the Order of the Chief of the General Staff of the FA dated December 18, 2020;

December 23, 2020 - at the proposal of the Chief of the General Staff of the FA, the Minister of Defense dismisses the Commander of the Naval Base of Shengjin without motivation;

March 6, 2021 - while the building has reached the fourth floor, the Minister of Defense issues an order to block the works and secure the Shengjin Naval Base with the Military Police. Works are blocked.

October 2021 - Occupancy of property no. 219 "former mine depot" in Porto Ronano;

December 12, 2021 - Agreement of the Naval Force with the "Marina Bay Saranda" company for the delivery of the Saranda Naval Base;

February 2022 - The Navy hands over the Saranda Naval Base to the private company "Marina Bay Saranda";
In March 2023 GJKKO, at the proposal of SPAK, placed the Saranda Naval Base under seizure with the justification "the prosecutor's submission that investment in the field of tourism, or other constructions by the investor, on property 696 (Auxiliary Base) should be stopped" , Limion), for the reason that the free disposition of this property by private entities, affects the readiness and operationality of the Naval Force, operationality which must continue to be carried out by the competent body, which is the Naval Force Command, without the intervention of private entities".

But who has been the Chief of General Staff of the FA on all these dates?
From July 29, 2020 to June 4, 2022, the Chief of General Staff of the FA was Major General Bajram Begaj, who today must convene the National Security Council as the President of the Republic.
For two years, SPAK has been investigating six criminal offenses related to the alienation of the properties of the Navy, where the former Chief of the General Staff of the FA, today the President of the Republic Bajram Begaj, is also a suspect.

The issues under investigation are:

1) The procedure for concluding the contract on July 15, 2020 for the lease of 1 Euro for 20 years of the Sarandë Naval Base to the company "Marina Bay Sarsnda", as a merger of the economic operators Kastrati Group and Concord Investment:

2) The procedure of concluding the concession contract on June 23, 2020 for the tourist port of Limion for 35 years with the company "Marina Limion" as a merger of operators Kastrati Group and Edil-Al-It.

3) Delivery of the Saranda Naval base in February 2022 to the Marina Bay Saranda firm. For this reason, SPAK in March 2023 imposed a preventive seizure on the Saranda Naval Base with the argument that the free ownership of property by the private sector has affected the operational readiness of the Naval Force and has returned the property to the same Navy that handed it over.

4) Allowing and occupation of property no. 219 "Former mine depot" Porto Romano with an area of ​​5.2 hectares from October 2021 by the operator Porto MBM, part of the Kastrati Group.

5) Allowing the construction of a 4-story building between November 2020 and March 2021 at the Shengjin Naval Base.

6) Violation of the law, without the approval of the President, for the removal from the plan of the deployment and deployment of the Naval Force of 133 hectares out of 200 hectares of evidence in four naval bases: Shengjin, Kepi i Palit, Pashaliman and Palermo.

Note: If the President of the Republic was not under investigation by SPAK for the Shengjin Naval Base, as the only person subject to it, SPAK should have declared incompetence. In fact, he registered the criminal investigation and the investigation has been going on for two years. Should the President inform the public if he was asked by SPAK?
