Behind the scenes: Is Ron Yeffet, the man Edi Rama is preparing for Vlora

While waiting for more than a year for Belinda Balluku to finish her work with the Vlora airport, Edi Rama decided to intervene in the conflict himself by taking on the burden of deciding to cancel the contract with MABCO.

The government has officially launched the procedure for terminating the contract with the concession company, a decision that leads Albania towards international arbitration, where Behgjet Pacolli has warned that he will seek up to 700 million euros in damages.

If this happens, it would be the largest bill an Albanian government risks incurring from the termination of a contract, surpassing many times the Becchetti case, where the Albanian state was forced to pay around 130 million euros.

This is where the question that has remained unanswered so far arises. If the concession is removed from MABCO, who will take over the administration of Vlora Airport? The government has not made any plans public, but the chronology of events in recent months raises doubts that cannot be ignored.

On May 29, 2026, Minister Enea Karakaçi sent the concessionaire a 30-day ultimatum, warning that the contract could be terminated. Just 13 days later, on June 11, the company TIMAK AVIATION was founded, while on June 18 it was registered with the National Business Center.

It is not only the time of the company's creation that attracts attention. Even its scope of activity seems to be built specifically for the airport sector. According to the extract from the CKB, TIMAK AVIATION is not limited to charter flights or air transport, but provides for terminal management, ground handling services, airport assistance, as well as the design, administration, maintenance and operation of airports, heliports and aviation infrastructure. In other words, it is a company that on paper has almost every activity needed to operate an airport.

The ownership structure also does not go unnoticed. The extract shows that the company is owned 50% by Israeli businessman Ron Yeffet and 50% by Arjeta Puca, while the latter is the administrator.

The name of Ron Yeffet is not unknown. He has entered into several strategic projects in Albania in recent years and is considered a businessman with close relations with the government. For this reason, the creation of a company with such a specific object just a few days after the government began moves to terminate the Vlora Airport concession cannot but raise questions.

Of course, up to this moment there is no official document proving that TIMAK AVIATION will take over Vlora Airport. There is no government decision, there is no announced procedure and there is no contract linking the company to the project. But this does not diminish the facts. Moreover, recently, businessman Behgjet Pacolli has not lacked interest from other companies, which have approached him to buy the concession, always making it clear that it was a matter of time before the state acted to terminate the contract.

Surprisingly, while SPAK's investigations have also extended to small tender files, worth several hundred thousand euros, for this stinking issue, the special prosecution is in the number one spot. If international arbitration rules in favor of Behgjet Pacolli and Albania faces another bill worth hundreds of millions, who will be held responsible? Experience so far shows that in Albania, after the government breaks contracts, the taxpayers pay the hefty compensation bill, while SPAK turns its head the other way. (Lapsi.al)
