From license revocation to hefty fines: New changes to the new Highway Code

The Director of the Traffic Police, Perlat Vatoci, has presented the changes to the Traffic Code.

One of the strongest measures is related to driving without a driver's license. People caught driving without a license have their right to obtain a driver's license postponed for up to 1 year, while for minors this period is extended to 2 years.

Measures against driving under the influence of alcohol are also being significantly tightened.

The driver's license is permanently revoked when a driver has more than 0.5 g/l of alcohol in their blood, if they have previously been found and punished for driving under the influence of alcohol or while intoxicated.

According to the Traffic Police, the measure aims to address the number of accidents with serious consequences related to driving under the influence of alcohol.

Other changes affect aggressive and dangerous behavior on the roads, especially in urban areas, near schools, intersections, and junctions.

For such violations, including failure to regulate speed on roads with limited visibility, frequent lane changes without signaling, and maneuvers that endanger other road users, the fine has been increased from 20,000 to 60,000 lek.

Using a mobile phone while driving is no longer only punishable for drivers.

The new code also provides for sanctions for using a phone while driving bicycles, motorcycles up to 50 cc, and motorized skateboards.

Meanwhile, the rule for repeat violations has also been tightened for drivers: the license is suspended after two penalties within the same year for using the phone, up from three violations that were previously required.

Police consider cell phone use one of the main factors leading to loss of control over the vehicle and accidents.

Special measures have also been imposed for people who have obtained their license within the last 24 months.

Special rules regarding driving under the influence of alcohol are provided for this category, as well as specific speed limits.

Another important change is the removal of the possibility to avoid license suspension by paying an amount equal to twice the maximum fine.

Until August 7, in some cases, a driver who was punished with a fine and license suspension could choose to pay double the maximum administrative measure, avoiding the suspension.

This option has been removed. In cases where the Code provides for the suspension of a driving license, it is now automatically suspended.

The Traffic Police have announced that structures across the country have been informed of the changes and have been instructed to implement them.

Jemi sot në këtë komunikim me ju, për prezantimin e disa normave të reja, të miratuara me Ligjin nr. 58/2026 “Për disa shtesa dhe ndryshime në Kodin Rrugor të Republikës së Shqipërisë”, masa këto që synojnë rritjen e sigurisë rrugore, ndërgjegjësimin e drejtuesve të mjeteve dhe uljen e numrit të aksidenteve rrugore.

Ndër ndryshimet kryesore, të cilat kanë hyrë në fuqi më datë 07.08.2026, evidentojmë:

* Shtyrjen e së drejtës për t’u pajisur me leje drejtimi deri në 1 vit për personat që konstatohen duke drejtuar mjete pa qenë të pajisur me leje drejtimi, ndërsa për të miturit kjo periudhë shtyhet me 2 vjet. Shërbimet e Policisë Rrugore në Policinë e Shtetit do të informojnë, për çdo rast, DSH­TRR-në, si institucioni kompetent për lëshimin e lejeve të drejtimit, për kryerjen e procedurave përkatëse të regjistrimit në sistem të personave të konstatuar.

* Heqjen përgjithmonë të lejes së drejtimit kur një drejtues mjeti rezulton me një vlerë alkoolike më të lartë se 0,5 gram për litër (g/l) në gjak dhe është konstatuar e ndëshkuar më parë për drejtim mjeti nën ndikimin e alkoolit ose në gjendje të dehur. Kjo masë vjen si nevojë e adresimit të fenomenit shqetësues të aksidenteve rrugore me pasoja, për shkak të drejtimit të mjetit nën ndikimin e alkoolit apo në gjendje të dehur.

* Ashpërsimin e masave ndaj sjelljeve të rrezikshme në rrugë, mosrregullimit të shpejtësisë në rrugë me fushëpamje të kufizuar, përfshirë manovrat agresive, ndryshimet e shpeshta të korsisë pa sinjalizim dhe shkeljet që rrezikojnë përdoruesit e tjerë të rrugës, në zonat urbane, në afërsi të shkollave, kryqëzime apo edhe degëzime.

Masa administrative për këtë shkelje është rritur nga 20 000 deri në 60 000 lekë.

Nëpërmjet kësaj norme i jepet rëndësi e posaçme vendit ku kryhet shkelja, si dhe janë përcaktuar më qartë elementet e anës objektive të kryerjes së shkeljes. Shtimi i sanksionit është parë i arsyeshëm për shkak të nivelit të lartë të rrezikut që paraqet kjo shkelje dhe shtimit të ngjarjeve rrugore në zonat urbane.

* Sanksionimin e përdorimit të telefonit celular edhe gjatë drejtimit të biçikletave, motomjeteve deri në 50 cc dhe monopatinave me motor.

* Pezullimin e lejes së drejtimit në rast se një drejtues mjeti është ndëshkuar dy herë brenda të njëjtit vit për përdorim të aparatit celular, nga tre që ishte përpara miratimit të këtij ligji.

Përdorimi i telefonit celular gjatë drejtimit të mjetit rezulton një ndër shkaqet kryesore të humbjes së kontrollit mbi mjetin dhe, për pasojë, edhe të aksidenteve rrugore.

* Sanctioning special measures for new drivers who have obtained their driving license within the last 24 months, regarding driving under the influence of alcohol, as well as special speed limits for this category of drivers.

* Another change is the removal of the conversion of the suspension of a driving license, issued by the Albanian state, with the payment of an amount equal to twice the maximum administrative measure provided for the violated norm.

If, before August 7, a driver, recorded/caught in violation of a norm/provision of the Road Code, where, in addition to the administrative measure in monetary value, an additional administrative measure, "suspension of the driving license", was also foreseen, had the option to pay double the maximum value of the fine, in order not to apply the additional measure of suspension of the driving license, this option has now, with the new amendments, been removed and the driving license is automatically suspended.

Traffic Police structures throughout the country have been informed of the latest changes to the Traffic Code and have been instructed on their correct implementation.

Given the numerous violations recorded through intelligent vehicles, as well as the tightening of the Highway Code in order to ensure the safety of life, the State Police appeals to all drivers not to drive at speeds above the permitted limits, not to drive vehicles and motorcycles under the influence of alcohol, or worse yet, while intoxicated, not to use the phone while driving a vehicle and motorcycle, and not to overtake where it is not allowed, or perform dangerous or aggressive maneuvers.

Punitive measures are not our goal. Our goal is to prevent violations, prevent accidents and, above all, protect life.

Therefore, we ask every driver to show responsibility at every moment they are behind the wheel and to respect road traffic rules.

Road safety is a shared responsibility. Each of us's contribution is one more step towards safer roads and saving lives.
