The head of the Vlora Prosecutor's Office, Auel Zarka, in a press release from the Vlora Police Department, spoke about the arrest of the "Bashke Fitomje" coalition candidate for Himara Municipality, Fredi Beleri, who is accused of buying and selling votes.

Together with Fredi Beleri, his companion, Pano Kokoveshi, was arrested, who are accused of the criminal offense of "Active corruption in elections", committed in cooperation.

 Prosecutor Auel Zarka did not give many details, but sources say that Beleri was put in handcuffs after an associate of justice who signed a cooperation agreement with the authorities.

Sources indicate that from an interception, the suspect tells the associate of justice that he would give 400,000 Lek to the eight voters and 300 to himself. To convince him, he was also shown the list of voters that the justice associate said he had ready.

According to the investigation file, it turns out that the money for eight votes was given to the justice associate by Beler's companion in a toilet and that this moment is only audio and not filmed and with cameras

On 08.05.2023, the Prosecutor's Office at the Court of First Instance of Vlorë registered criminal proceedings no. 489, on the basis of the referral made by the Vlora Local Police Directorate, for the criminal offense "Active corruption in elections".

From the acts administered so far in the function of the investigation for this criminal proceeding, from the investigative structures of the Local Police Directorate of Vlora, information regarding some suspected citizens involved in the activity of illegal vote-buying, for the local elections of May 14, 2023, in the city of Himara and in the villages that are part of the municipality of Himara, by offering various citizens certain sums of money in return for voting for one of the candidates competitive.

Pas regjistrimit të procedimit penal, nga ana e prokurorit është autorizuar kryerja e një sërë veprimesh procedurale në terren, me anë të përdorimit të metodave speciale të hetimit, me qëllim konstatimin e faktit penal për të cilin është regjistruar ky procedim penal.

Pas kryerjes së një sërë veprimesh nga strukturat e Drejtorisë Vendore të Policisë Vlorë, në bashkëpunim me Drejtorinë e Forcës së Posaçme Operacionale në Drejtorinë e Përgjithshme të Policisë së Shtetit, në drejtimin e Prokurorisë pranë Gjykatës së Shkallës së Parë Vlorë, bazuar në faktet e mbledhura gjatë hetimit dhe në provat e siguruara në dinamikë, me anë të përdorimit të metodave speciale të hetimit, në kuadër të operacionit policor të koduar "Matrix", është bërë në arrestimi në flagrancë i shtetasve:

Dh. B. alias AB, 51 years old, and PK, 44 years old, for the criminal offense "Active corruption in elections", carried out in collaboration, provided for by Article 328, 25 of the Criminal Code.

A monetary sum of 40,000 new alleks was seized as material evidence.
