Fiks Fare denounced on Tuesday evening that a firm is openly challenging dozens of state institutions for carrying out unauthorized works to build a hydroelectric power plant in the Martanesh area.
Although the Martanesh Administrative Unit, Bulqiza Municipality, Bulqiza Police, Dibra Prosecutor's Office, Mat Water Basin and the Water Resources Management Agency have opened administrative and criminal investigations, where they have found violations such as the lack of a water and construction permit, the "Teodori 2003" firm continues its work without any interruption.
The story returned to this issue, where on October 2, 2025, the residents of Martanesh asked for help because a company was carrying out unauthorized works to build a hydroelectric power plant. The residents said that the company "Teodori 2003" does not have any permit to take the waters of Lake Sopaj, which is in the Mati Basin, to send them to the Drin-Buna Basin.
The film filmed at the time that the company was doing major works, tunnels and tracks several kilometers long. The administrator of the Martanesh Unit claimed that all the works are without a permit, where the Forestry Directorate in the Bulqiza Municipality has imposed a fine of 1.5 million euros, but the works continue. Meanwhile, the director of the Mati Water Basin said that he had conducted an inspection and that "the company does not have a permit". The Teodori 2003 company itself said that it has a permit from the former KRRTRSH and that it is a court decision that has ruled in their favor.
At that time, Fiksi also asked the Water Resources Management Agency whether the company had a permit to carry out those works. A few weeks after the request, AMBU replied: “The only water resource use permits that the company 'Teodori 2003' has are permits number 13, dated June 10, 2013 for the Tërnova – Valikardhe hydroelectric power plant and number 14, dated June 10, 2013 for the Zall – Bulqizë hydroelectric power plant, issued by the Drin-Buna Water Basin Council. This entity does not have a water resource use permit from the Mat Water Basin Council.”
So, there is no permit and it continues to work!
AMBU writes that a mistake was made, as the concession contract and the Decision of the Council of Ministers dated August 1, 2003, and the additional agreement of 2007, provide that the Sopaj Lake watershed is also part of the Tërnovo - Valikardhe HPP project.

Following complaints from residents, the Agency conducted a field monitoring, where it was found that the company was carrying out works towards Lake Sopaj, which consisted of opening the route of the feeder channel for the Black Lake of Valikardhe.
AMBU asked the company to provide them with a construction permit for the work that was being carried out. They did not provide us with such a document!
Finally, the Agency writes that in September 2025, it addressed the National Inspectorate of Territorial Protection to conduct further verifications regarding the works that were being carried out.
The institutions that manage water resources in Albania said that the company does not have a construction permit and a permit to use the water. In addition to the administrative investigations, has any criminal investigation been launched? Fiks Fare also contacted the Dibra Prosecutor's Office, which says that it has registered a criminal proceeding based on materials sent by the Bulqiza Police.
"Criminal proceedings number 515, dated October 14, 2025, have been registered for the criminal offense of land misuse. From the content of the referenced material, it results that the residents of Martanesh have filed a complaint against the company 'Teodori 2003', regarding the works it is carrying out on Lake Sope, Martanesh, in the Luçan-Batër forestry economy. These works have to do with taking water through a canal and sending it to the HPP built in the village of Luçanë - Batër. Currently, the criminal proceedings are in the verification phase ," said the Dibra Prosecutor's Office.
But, despite all the institutions saying that there is no construction permit or other permits, the company continues to work. None of the aforementioned institutions has had the strength to block the works, or to hold the persons carrying out these works criminally liable. Fiks Fare has learned that the same company, despite all these administrative and criminal investigations, continues to carry out works in the area!
Residents of the area sent videos of the area to the Fiks Fare show, where the company has continued its work without any interruption. In fact, its tracks have gone very close to Lake Sopaj. Large areas of forests and pastures have been flattened and no institution has taken action to date, October 28, 2025. Until when?!
