European organization: Buying an apartment in Albania, increasingly inaccessible

The European Organization of Real Estate Professions (CEPI), including NAREA (Albanian Real Estate Association), in the public document dated August 5, 2025, raise the alarm on the increased difficulty for first-time buyers and low-income categories to buy an apartment.

The document proposes concrete measures: reducing transaction costs, easing regulatory constraints for landlords, promoting long-term ownership, and public-private cooperation (PPP) to increase the supply of affordable housing.

According to CEPI and NAREA members, the market for high-priced housing is becoming increasingly inaccessible to the most affected categories. The situation is most dramatic in urban areas with high demand.
