An hour after the testimony given before the black squads regarding the "Partizani" file, former Albanian President Bamir Topi reiterated to the media that it was not the Presidency's competence to privatize the property in question.

"In the framework of the reforms, there were 3 dimensions, political, government, ministry of defense, the second was expertise, in an official procedure they came to get the president's signature... This is a matter under trial... I can say that it was not the president's competence to privatize properties," Bamir Topi told the media.

Just as in the session held today for "Partizan" where he emphasized that there was no competence for the matter in question, for which former Prime Minister Sali Berisha and his son-in-law Jamarbër Malltezi are being investigated today, Topi said that it was a period of important reforms within the framework of Albania's preparations for NATO membership, which according to him was assisted by Alliance experts.

At the conclusion of his speech to the media, the former president stated that the property could remain state-owned, be transferred to the municipality, or be put on the path to privatization.

"We are conducting the interview at 40 degrees, but in your respect we have had very good communication. A property that comes out of the expansion plan comes out as state property, then if you want my opinion it can remain in state property, it can be transferred to the municipality, and the third one can be put on the path of privatization, how it is done is not my business," said Bamir Topi.
